A maternity ward was closed in the district center in Khakassia - the only one 150 km around
Neither rallies nor letters with complaints helped residents of the village of Bograd to defend the maternity ward in the local hospital. The officials decided that Bograd women could go to give birth to one hundred and fifty kilometers from the house, although earlier in Bograd he came to give birth from all neighboring villages and sat down. Some with difficulty even got to this district center, so with the closure of the maternity hospital, doctors say, people will be forced to abandon professional medical care in favor of dangerous home birth.
Bograd is a district center in which fifteen thousand people live. There are apartment buildings in the village, and a large two -story culture center, a hotel, and supermarkets, and, of course, a hospital. Until recently, it also had a maternity ward. By decision of the authorities, it is now closed. The head of the former maternity ward , Vladimir Winter goes along the empty corridor. He looks tired and disappointed. This two -meter height in forty years of work accepted more than one thousand babies in these walls. And now it passes past empty, as if mothballed chambers, where the crying of newborn was heard recently, and sadly remarks: "I was forbidden to do my job."

From January 1, by order of the Ministry of Health of the Republic of Khakassia, the maternity ward in the Bogradsky district no longer exists. In fact, the two -story building was not closed, they left it under the gynecological department. It turns out that doctors can treat women and preserve their pregnancy, but it is better to give birth to women to go to the neighboring city of Chernogorsk - 150 km from here. At the same time, representatives of the Ministry of Health strongly advise doctors not to resist their decision, but to convince women themselves that it will be better. But the village doctor Vladimir Winter cannot do this. He says that this is impossible: from the villages and to them, to the district center, not everyone came to the city, and they will not go to the city even more so. “They cannot even come to the district hospital for a planned inspection. You ask: why are you not coming? They answer: either there is no transport, then there is no money, and so on. As a rule, they go to our maternity hospital already when the process itself begins,” the doctor sighs.

Most families in the village live well. Many women work until the last. And to afford a vacation, waiting in the city hospital the appearance of the baby, they simply cannot. However, Vladimir Winter notes, the second and subsequent births often occur faster than the first, and women usually pull to the last and do not go to the hospital until the fights begin. Now you can not have time to get to the city. “Here is literally the day before yesterday, I wrote out a woman,” the doctor recalls. “From Bograd, eighteen kilometers, Big Irba. Gives birth to the seventh time. We tried to send her to the city before giving birth. She said that she would not go anywhere and went home. Well, what is the seventh birth? She could give birth in an hour. Well, where did I go? Here I went home, pleased that she did not have to go to the city.
Here the doctor will stroke us on the back and calm us down
Now in the gynecological department of the Bograd district hospital are three future mothers, in preservation. One of them, Tatyana Azhirevich , is waiting for the third child. The woman gave birth to the first two sons in the Bograd hospital. Tatyana refuses to entrust the life of the desired future girl to unfamiliar city doctors. He says that he will not exchange “his Winter” for anyone. And he adds: “I said, I’ll wait at home until the last, even if I will be brought here on an ambulance and I will lie on some couch, but only in our Bogradskoye they will take me. This is not because the doctors are bad. There are just a stream, one by one. They are exhausted. But much depends on the situation, or you will support you and here, and here the doctor will put it on the back, and the doctor will shake us. Calm down, ”Tatyana explains her position.

Paying personal attention to women in childbirth Bograd obstetricians is easier than in the city. There are no more than two births per week. It was this statistics that Khakass officials called one of the reasons for the liquidation of the department. "Unprofitable." One more version, there is high infant mortality, which pulls Khakassia in statistical tables down. But the Bograd doctors are outraged by such an explanation: the death of babies up to a year is also included in statistics when the child is dying at home. Most often this happens in dysfunctional rural families.
"Whether there will still be!" - notes Tatyana Azhirevich. She knows the situation firsthand, he herself works as an inspector for minors. Tatyana says that the doctors themselves are saved by the future of the future babies. "I see how these doctors run after them, these mothers-drunkards. Doctors know that she is soon to give birth, and they catch the bachelies . They take us, inspectors, and go after her, and she is drunk. They are driving her to the hospital so that she at least slightly moves away to childbirth." If doctors are prohibited from doing what they can, they will leave the village. And there will be no one to run after dysfunctional women in labor. “They will give birth to at home,” Tatyana remarks. “And this is a criminal birth. This is what kind of child mortality will be.”

While the doctors of the Bograd maternity hospital, contrary to the prohibitions of the Khakass Ministry of Health, continue to work in the same mode. In January, three babies were urgently born in the non -existent maternity ward - in emergency birth, Bograd obstetricians have no right to refuse, they use it. However, the Ministry of Health allowed doctors to accept urgent births, and to calm the rural even promised to pay for them. But January ended, there were births, and officials refuse to pay obstetricians: “Consider that you provided humanitarian assistance to women,” the Ministry of Health said.
The Ministry of Health says: "Consider that you have provided humanitarian aid to women"
Vladimir Winter is horrified to think about what will happen next. The prospects scare him not only by the lack of money, without which, of course, sooner or later, obstetricians will not work and leave, but also with risks. "The midwife is called, for example, from Saragash or Pervomaika (villages 150 kilometers from the Montenegrin hospital.-RS) and says:" Vladimir Ivanovich, the woman gives birth. "I tell her:" Believe in the city. "She is taking it to the city. Take the most gloomy circumstances: I have not arrived in the city and something happened with the birthmart. As a rule, clarification, disassembly, searching for the guilt, and searching for the guilt. The midwife will be guilty: why did you take the doctor, he said to me: I would say, or I have all this, and it seems to have no need to send her in my head, and I send it Today I am put in such a framework, ”Dr. Winter explains.

The inhabitants of Bograd tried to prevent the closure of the genitive department in their hospital. The protests began in the summer of 2015, as soon as it became known about the plans of the Ministry of Health of Khakassia. Activist Raisa Frolova organized a rally. Several dozen people went to the local administration with slogans and the demands to leave the hospital in Bograd. But the Khakass authorities ignored this rally. They did not react to the letters of the Bograders in Moscow. Raisa Frolova shows a pack of sheets with a thousand signatures against the closure of the maternity ward. And then with despair adds that all this is useless: "After all, today the opinion of the people is not taken into account, everything needs to be decided in the silence of the offices."

After the New Year, about two hundred residents of Bograd again came out with slogans against the closure of the maternity hospital: “Officials of the Ministry of Health! Be a god, what are you doing? Without anesthesia, cutting the living on the living”, “Optimization of the maternity hospital - mockery of women”, “Ay, whisper, where are you? Your time has come ...” “Conditions! Do not touch rural medicine” "Optimization of healthcare - this is its liquidation" - was written on posters. It so coincided that an hour before the rally began the commission from the Ministry of Health arrived at the Bograd hospital. And while the villagers were rallying the medical institutions outside and demanded to leave the hospital, the officials inside explained to the doctors that the optimization in their case was necessary. Allegedly, there are few women in childbirth and the institution has not earned its maintenance for a long time. It is unprofitable, inappropriate, unprofitable.
There are areas in medicine where it cannot be considered, profitable or not profitable. Otherwise, we will turn into biological garbage
“You excuse me, but there are areas in medicine where it cannot be considered, profitable or not profitable. Otherwise, we will turn into biological garbage,” the activist Frolova is indignant. She lived in Bograd all her life. And with bitterness, he watches how only registrations remain every year, and there are fewer real people in the area. "I remember how we used to go to work in the morning, and there was a stream on the street. And now? Through the house, abandoned buildings. Enterprises were closed, there is nowhere to work, young people are running out of here, specialists, such as doctors, the authorities themselves disperse." The Frolovs are already thinking of selling the house and moving to the city. Closer to medicine, as they say. Although, Raisa notes, the president said that medicine should be in walking distance. In words one thing, in fact, is completely different. The Bograd hospital is visual confirmation.
