
Protectionist measures, prohibitions and restrictions on public procurement of foreign goods led to a sharp increase in prices in this area. This was stated by the deputy head of the Ministry of Economic Development Evgeny Elin, RIA Novosti reports .
Currently, in Russia, state procurement restrictions apply to about 420 types of goods of foreign origin, Elin noted. "We see that these restrictions immediately gave us a price increase by more than 40 percent in the field of public procurement. In addition, unlimited protectionist measures will inevitably lead to a decrease in product quality," the deputy minister said.
"Today we need to create a mechanism that would limit the budget losses from the use of protectionist measures in relation to Russian products," Elin said. According to the deputy minister, restrictive measures should be limited in time, and the Ministry of Economic Development has already prepared the relevant proposals.
On December 5, the government limited the public procurement of foreign drugs from the list of vital drugs. Now the state customer must reject all proposals for the purchase of foreign drugs that are not from the countries of the Eurasian Economic Union, if at least two applications for the supply of drugs made in Russia or in the EAEU states have been submitted. Such applications must satisfy the requirements of the documentation and should not contain proposals for the supply of drugs of the same manufacturer or manufacturers included in one commercial group.
In February last year, Prime Minister Dmitry Medvedev signed a resolution on the introduction of restrictions on public procurement of a number of medical goods. The list includes computer tomographs, electrocardiographs, syringes, blood transfusion devices and other products.
In November, the government banned the purchase of foreign software for state and municipal needs. According to the document, now customers will be required to limit the purchases of Russian software. An exception is made only for cases when there is no software with the necessary functional, technical and operational characteristics in Russia. The need for it will have to be justified in the manner prescribed by law.
