The State Duma deputies from the Communist Party of the Russian Federation invited the Russian Prime Minister Dmitry Medvedev to eliminate the overhaul funds and return the contributions paid there.

"We ask you to work out the issue of eliminating the system of capital repairs of the common property of apartment buildings, while ensuring the conduct of urgent work and the return to citizens of the contributions paid by them," the request to Medvedev, the text quoted by RIA Novosti , said.

According to the Communists, citizens distrust of capital repairs, working on average for more than a year, appeared from the very beginning of their work and then only intensified as numerous scandals with regional operators occur.

So, for example, the deputy head of the regional capital repairs fund was detained in Voronezh. According to media reports, he is suspected of receiving a bribe, deputies write.

In addition, concerns about the unreasonable expenditure of funds of funds are confirmed, in their request the deputies of the Communist Party Sergey Obukhov and Valery Rashkin notes. So, for example, the multimillion-dollar salary of the director of the capital repair fund of the Khanty-Mansiysk Autonomous Okrug attracted the attention of law enforcement agencies, for 11 months of 2015 it exceeded 10 million rubles.

The deputies also doubt the professional approximation of a number of directors of overhaul funds in the regions. They recall that the Ministry of Construction of Russia in December 2015 tested the heads of all 85 regional operators for knowledge of legislation. Only 23 of them coped with the task, three on the second attempt, the Communists write.

Deputies believe that testing results indicate an unacceptably low professional level of the heads of regional capital repairs.

"The absence of sufficient guarantees of the preservation of citizens of citizens both in the constituent documents of the funds, and in accordance with the above practice of their activities leads to a low level of collection of contributions, which is difficult to raise with rigid administrative measures ... The above fully substantiates the need to rejection of the capital repairs system," the request said.

Recall that last year the deputies of Fair Russia gathered a million signatures of Russians with a request to introduce a 5-year moratorium on collecting contributions for overhaul. However, the government said that this was impossible .
