The Russian Ministry of Finance sent 25 foreign banks applications for the placement of government bonds in 2016. This is stated in the application of the Ministry of Finance dated February 5. Thus, Russia is preparing for the first time since September 2013 to return to the international borrowing market.
The list includes mainly the largest banks in the US, Europe and China. Among them, for example, Barclays, Deutsche Bank, HSBC, UBS, UniCredit, Morgan Stanley, Bank of China, Citigroup.
Three Russian banks also appear on the list: VTB Capital, Gazprombank and Sberbank.
The last time Russia placed government bonds on international markets was in September 2013. Then she had not yet blocked access to Western capital markets. Since then, access to these markets for Russia has been closed due to Western sanctions imposed after the annexation of Crimea. At the same time, Western sanctions do not formally apply to government borrowing.
