The struggle in single -mandate districts in the elections to the State Duma has already begun - the candidates have decided on the territories. At the same time, spoilers and characters designated themselves, whose task is to help the authorities turn the campaign into a farce. The New Times sorted out in election arrangements

Before the abolition of elections in territories in 2005, deputies elected in single -mandate districts have always been the brightest parliamentarians in the State Duma: Evgeny Roizman, Galina Khovanskaya, Pavel Krasheninnikov, Vladimir Ryzhkov, Vasily Shandybin. After the liquidation of the districts and their replacement for party councils, life in parliament became much calmer: there were more gray former officials and inconspicuous businessmen in the fractions. “There is no place for discussions,” as his former State Duma chairman Boris Gryzlov described his former chairman of the State Duma. Now the elections are returned, and bright figures have designated their desire to participate in them.

Russia opens

The project of Mikhail Khodorkovsky “Open Elections” is ready to help candidates. Khodorkovsky intends to support precisely the candidates-prisoners who "are ready to seriously take up the development of their region and take out the discussion of problems at the federal level." Those who want to cooperate the Open Russia movement, headed by Khodorkovsky, promises to help in conducting a campaign - teams of political technologists, means, and then defend their results in the election commissions. In the latter case, qualified lawyers and experienced observers will work.

The Open Elections claim that 152 potential candidates responded to the proposal about cooperation - such politicians were even in Crimea and Chechnya. The extension option with the support of “open elections” is considered by members of the Communist Party and “Just Russia” - in “Open Russia” they are not yet called names. The coordinator of the human rights direction of “Open Russia” Maria Baronova and the head of the Novosibirsk branch of the PARNAS party Egor Savin will definitely be advanced with the support of Mikhail Khodorkovsky. Moreover, Baronova even decided on the district - it is located in the center of the capital.

“We have already encountered several times with a situation when several candidates claimed the same district,” explains Maria Baronova. - We tried to jointly decide and disperse so as not to interfere and not be spoilers to each other. My native district (Tushinsky) is occupied by a stronger candidate - State Duma deputy Dmitry Gudkov (see The New Times , No. 43–44 of December 21, 2015). Of course, I will never become Gudkov’s spoiler in my life: I will help him in every way. It is very important that all the pro -European forces who want to change the situation in the country work together. ”

Soon Baronova will launch a fundraising campaign to raise funds. “Before applying for help from the project, the candidate must independently collect the pool of supporters and show his budget,” she explains. - Show how much he raised the money and how he is going to attract resources. I do not plan to invent a bicycle, and basically it will be the funds of Russian citizens who want to participate in the elections, including financially helping the elections. ”

She considers the United Russia and nominees of the All -Russian Popular Front to her main competitors. In the State Duma, Maria Baronova wants to engage in decriminalizing articles of criminal legislation.

Candidates from the Party of Progress Alexei Navalny can collaborate with the project of Mikhail Khodorkovsky. But such an interaction, says the head of the Moscow branch of the party Nikolai Lyaskin, "is personal in nature, in" open elections "they count on this." Lyaskin himself plans to nominate in the metropolitan district, which covers the north-east of Moscow, including the Sokolniki district-he already had one meeting with voters. Lyaskin says that he likes the nomination in the district, although he will participate in the primaries to include in the list of the demo analysis. “In these elections, the campaign of single -mandate will be the most active. Such candidates will be a person and reputation to be responsible before voters for their promises, you will not hide here, ”Nikolai argues. He calls other candidates from the Party of Progress - these are employees of the Corruption Fund (FBK) Alexei Navalny Georgy Alburov, Lyubov Sobol (Moscow), Ivan Zhdanov (Moscow or Moscow Region), Leonid Volkov (Sverdlovsk Region). Alexei Navalny himself cannot participate in the elections, as he has a criminal record and is leaving a conditional term.

All for United Russia

The party claims that they will exhibit candidates in districts only following the results of the primaries that will pass on May 22, but the favorites in many regions are already clear. In the Irkutsk region, the State Duma deputy Sergei Ten will run, Alexander Khinshtein is counting on Samara, and the chairman of the State Duma Sergey Naryshkin is counting on the Leningrad region. Many applicants, for example, State Duma deputy Oleg Savchenko or chairman of the Public Chamber of the Yaroslavl Region Alexander Gribov, are already agitating and remind voters about themselves. According to experts, in about a third of the districts, conflicts and struggle can flare up already at the primaries stage. A preliminary vote in the party in the selection of candidates for mayor of Rybinsk showed that the candidates themselves are ready to invest and apply the administrative resource at this stage.

System candidates

Fair Russia is considered the return of single -mandate districts “the mistake of the United Russia”, which the Socialist -Revolutionaries, however, intend to use. “The party in the authorities wanted to escape from the fall of their rating by districts - it is easier to hold candidates with the help of an administrative resource, but it turned out that they have a few strong politicians capable of working in the districts. On the contrary, we have strong leaders in each region, so we expect to “close” all districts, ”the head of the Socialist Revolutionary headquarters Alexander Burkov is optimistic. According to him, every single -mandate in his promises and programs will proceed from what problems people will be told about. “As a rule, everyone complains about housing and communal services, but now the topic of labor relations, dismissals, and salaries are increasingly arising,” Burkov explains.

Communist Valery Rashkin will try to charm the inhabitants of the Moscow outskirts

The Communist Party has already formed a preliminary list of its candidates in the districts. Not only editorial party, but also businessmen intend to run for the lists of the Communists, and they can be attributed more to medium -sized businesses. The leader of the Communists, Gennady Zyuganov, will not nominate in the district, as well as the former candidate for the mayors of Moscow, the Vice-chairman of the State Duma Ivan Melnikov. But the first secretary of the capital's City Committee of the Communist Party, Valery Rashkin, on the contrary, intends to try his hand as a single -mandate: “I will advance in Moscow, but I have not yet decided with the district, I have to go out in the field, take a closer look.” According to Rashkin, the Communist Party has only “candidates for candidates”, but there are more than two hundred of them. “We must start work, meet people, campaign. The party will make the final decision on the nomination of one or another candidate after carrying out hundreds of questions, ”Rashkin promises.

Meanwhile, sources in the city party committee claim that the deputy will run in one of the “outskirts”. “The inhabitants of the Moscow Center are not the same - Valery Rashkin participated in the shares of the American embassy, ​​he has an anti -Western position. But most Muscovites may be close to most Muscovites, ”says one of the Communists.

In the LDPR, the current deputies of the State Duma are set up for nomination, who began to actively manifest themselves in the regions. According to a source in the leadership of the party, the chairman of the State Duma Committee on Public Associations and Religious Organizations, Yaroslav Nilov, is concentrated on the Arkhangelsk and Smolensk regions from which he can move forward, deputy Alexei Didenko in the Kemerovo region.

In Yabloko, the head of the Pskov branch Lev Schlosberg, who held the election to the Legislative Statement in the district, and the ex-mayor of Petrozavodsk, Galina Shirshina, are considered the most noticeable and promising single-mandaters. So far they do not specify how exactly they go to the polls - in the list or around the district.

The federal and regional authorities are noticed and noted interest in the elections in the districts, they do not sit still and prepare spoiler projects. In the State Duma “ready to run for” the goat Timur from Primorye and the Barnaul Cat Barsik. At the same time, Barsik already has experience in conducting a campaign in the city managers of Barnaul. Typically, such projects are started in order to turn a campaign into farce regions that are difficult for candidates from power. Participation in animal campaigning, which, of course, cannot be elected, or frank freaks (there are no such people among the candidates) can turn some of the voters from voting, as a result, the state employees will compose most of the administrations.

“As a rule, voters are expected from a deputy of the people of the protection of the district’s interests in Moscow, and legislative activity is not so important for them. We can say that a single -mandate is a mournful book, it must solve all the problems - from garbage in the courtyard to spot development or deforestation. If the candidate enters the office of the authorities, it will definitely not be superfluous. The applicant must be secured so that it does not seem to people that he is going to the Duma for a beautiful life, but to too rich the attitude is also wary. Charity is encouraged, and this should not begin shortly before the elections and accompanied by obsessive PR. The voter needs some bright features that will cause interest: for example, one of the candidates once saved the girl from harassment on the street, someone has a family respected in the district, the voter loves animals, and the candidate has two cats and a dog. Much depends on the region: in some, a hard alpha male will be in demand, in others it will be necessary to demonstrate care and kindness. Party affiliation is not very important, it usually stands in the third or fourth place. In some territories, membership in the Party of power can help, but with the clarification: "I am in" United Russia "to help you." Somewhere, on the contrary, they will vote for a nominee not from power. People are often ready to support unfairly offended by the authorities. ”
