From Ugra to the outskirts

I dream of waiting for the day when, after a lie inspired by citizens, inefficiency and losses, all structures of the Kremlin propaganda like the Russia today and the TASS agency will be closed. The situation when the work of journalists and publications is not evaluated by readers, but in power, in the conditions of the budget melting in front of the budget.

It turns out in the Khanty-Mansiysk District for four years has been valid for freezing salaries of public servants. “Therefore, it is not planned to reduce salaries. But we plan to change the system itself-we plan by adjusting the ratio of stimulating payments, tougher binding the salary to the effectiveness of the work of officials, in particular, through the introduction of lean technologies,” the press service of the Ugra government said.

In translated into an understandable language, this can be understood as follows: in the conditions of falling income from oil and gas exports, the efficiency of officials and the amount of their salaries will be determined by the current power, and not the voter. The support of the Russian economy should not be officials, but small and medium and any other private owners - voters who themselves will decide that they will benefit them and income. Even in conditions of growing dissatisfaction with a fall in the standard of living, the regime still misses the opinion of citizens past the ears. I would like to know: where will the funds be taken for these same “lean technologies” and their implementation in conditions when international sanctions cut Russia off from access to cheap lending, new technologies and Western equipment? The budget revenues of the Autonomous Okrug in 2016 will be reduced by 18 billion rubles compared to 2015. The approved Ugra budget deficit has grown more than three times!

The opinions of taxpayers and voters are ignored in other areas. During a recent visit to Nizhnevartovsk , the governor of Ugra Natalya Komarova said that the head physicians of hospitals in the district intend to appoint after passing the public selection procedure. An interesting project, but only how will this be implemented in practice? I want to ask: how can the public affect the appointed to the position, and not on the chief doctor? What will happen if the public expresses its disapproval? What criteria will need to evaluate the medical chief? Why is the Nizhnevartovskiy District Clinical Perinatal Center to become a launching pad for a strange democracy in the field of medicine? Will such experiments be approved by newborn voters who are there? Did their opinion ask?

The authorities of the Ugra, like the political leadership of the whole of Russia, instead of mocking the meanings of the words "elections", "democracy", "economy", "freedom of speech", should begin to correct the mistakes they have made and stop participating in military conflicts. It is necessary to protect the country's economy from falling into the abyss, giving the priority of management not with clumsy state corporations, but to the civil society of private owners - voters. It is time for the authorities to interrupt the indefatigable interference in those areas of life of citizens and society in which people are able to regulate their relations on their own. It is necessary to raise the moral threshold of public service, in particular, it is necessary to stop distributing Russian citizenship to anyone. I attribute to such people, for example, known to frankly aggressive, inadequate and often frightening calls for violence for violence for Ukraine and political opposition in Russia Anatoly Wasserman. Wasserman - of course, is not yet a simple -minded Ramzan Kadyrov, who allegedly jokingly posting on the network of photographs of the Kremlin’s political opponents in the crosshairs of the sight, but already approaching the head of Chechnya is quite close. I am sure that the issues of approval of citizenship for “stars”, and for ordinary mortals in Russia, should first of all decide not the authorities of the state, but residents of specific municipalities where immigrants are going to settle down, following the example of the practice of awarding citizenship in Switzerland, where this is decided at the level of local communities. If it were, I would refuse to many pretty current political leadership comrades in the right to Russian passport.
