- Initially, the conduct of the traditional international forum was planned in the Altai district on the shores of Lake Aya. Already after paying for the lease, the owner of the hotel, where participants were supposed to live and take place, said that he could not accept the conference for technical reasons - the pipes were supposedly defrosted and two floors were flooded. At the same time, the temperature in the previous days did not drop below zero degrees, and the hotel continued to offer the settlement of "simple" tourists.
The organizing committee decided to transfer the conference to the opposite bank of Katun - to the Altai Republic. On Wednesday, the organizing committee went to the conference. Throughout the way, the minibus stopped at the DPS posts under various pretexts. We were surprised to learn that the traffic police of the Altai Territory conducts three different operations these days on the roads: “fake”, “debtor” and “clean hands”. The driver was subjected to, including personal inspection. The organizing committee car was under constant supervision - it was accompanied by cars all the time, in which two young people of sports appearance sat. These cars drove up with the bus to all the camp sites where the organizing committee stopped.
Already after all the tourist complexes and the beginning of the preparation of the conference hall, the shaft of calls fell on the managing hotel with a demand to refuse the guests to accommodate. The calling people seemed both employees of the district and republican administrations and employees of law enforcement agencies. Already far after midnight we were informed that we were evicted in the morning, and the hotel is closing in connection with the introduction of quarantine throughout the republic due to the flu. By that time, a plane with 20 experts from Russia and Germany, including the EU Ambassador and the First Secretary of the German Embassy in the Russian Federation, flew to Gorno-Altaysk.
As a result, the most losses were suffered by the private business of the Altai Territory and the Altai Republic, the same one who contains on their taxes of those very officials and security officials who did not give him today, in the Dead Season, to earn hundreds of thousands of rubles at the reception of tourists. Tourbazes are empty today, the owners of the tourist business complain that they cannot provide employees with salaries and pay for heating of tourist facilities. Invaluable damage was done by reputation, the investment climate of the two regions and their tourist attractiveness, since the whole story affected not only employees of diplomatic departments, but also on journalists from Financial Times, Frankfurter AllGemeine, Die Welt.
