Gleb Cherkasov: I am ready to assume that Putin is already such conferences somewhere not very interesting, because he wants to talk directly to the main persons. Gleb Cherkasov: No, a parliamentary with a white flag is not that. This for the current Russian leadership will be the loss of a person. They sent a person who must say: we are ready to talk. This is a proposal to realize the need for a conversation., Say, a protocol about intent.

Gleb Cherkasov: Firstly, Lavrov is quite busy.
Elena Rykovtseva: Is Medvedev free?
Gleb Cherkasov: I mean not that he has a lot of things, Medvedev has little and vice versa, I mean that Lavrov is constantly in a polemic dialogue with the whole world. It is precisely from Lavrov that the tradition has been laid down enough, I don’t remember such a journalistic Foreign Ministry, you can relate to journalism in different ways, and Medvedev is the following level. He is still a prime minister, he is a person who was president, he is a man who in a clearly focusing part of the Russian elite, and a peaceful part, can be assumed. His sending to Munich is an indicator that we arrived, we are ready to talk.
Elena Rykovtseva: That is, you have been investing here, for four years they adhered to him, he was not released. After all, he practically did not speak on the Ukrainian topic.
Gleb Cherkasov: Not quite so, not that he was not released, but there is simply a distribution of functionality: the president for international relations, for the strategy, for the war, for security forces, for something else, the prime minister for the household. There is, as in Soviet times, the first secretary and chairman of the district executive committee, the Prime Minister in our situation is the chairman of the district executive committee. He cannot, of course, speak with political declarations exactly because there is a president for this.
Elena Rykovtseva: Okay, all the same, a political decision should have been made that he could not, but now he can.
Gleb Cherkasov: Of course, it was accepted. As far as I understand, we wrote about this, that there was a meeting of a member of the Security Council on the day when it became known that he was going, it was decided to send Dmitry Anatolyevich for one reason or another. There was no us at this meeting, I do not want to speculate. In the morning it was also believed that Lavrov, suddenly a proposal came. The organizers of the conference, as I understand it, were delighted, because it raises the level, it is interesting.
Elena Rykovtseva: Valery, what is your interpretation of this unusual unusual - Dmitry Medvedev was sent with an international agenda, with international statements for the first time in all these four years, during which there was a difficult conflict with Ukraine, continues with Syria? What kind of set of reasons has developed, which pushes him there and there was such a need to imagine it as a representative of the Russian Federation?
Valery Khomyakov: Apparently, the Kremlin decided to calculate that it would be nice to increase the status of our Russian representation on this very serious, curious and very interesting discussion site. The main factor, it seems to me, is not that it sounds from Medvedev’s lips, from the lips of other wonderful people who are responsible for foreign policy in Europe, but, it seems to me, taking into account many circumstances - this is that Dmitry Medvedev is more comfortable, more entrance to all restrictions on the establishment that is present there. The main thing, it seems to me, will not occur in the stands and not in open negotiations, but on the sidelines. Vladimir Putin, of course, is not suitable, Lavrov, obviously, is also for many circumstances, and Dmitry Medvedev, who is still considered a liberal in Europe, apparently, remembers his all sorts of statements on this subject, he seems to me, for the Kremlin inhabitants seemed more convenient for the Kremlin. Apparently, they will feel the mood. The main thing is that this is clear, the abolition of sanctions. Our official media are clinging to every statement on this subject of any insignificant European politician. Someone will say, some deputy minister of economics of some small country and immediately begin to strengthen it. Therefore, this is disturbed, the Russian leadership worries, apparently, this is one of the main reasons why Medvedev is and why they were not limited to bay. And about Putin it is clear why he did not go there.
Elena Rykovtseva: Correctly I understand you that still life pressed, that they still have a need, are they trying to establish any bridges?
Valery Khomyakov: Life is not sugar - this has already become understandable to the Kremlin people, not to mention ordinary citizens who tremble, going to the store and seeing prices.
Elena Rykovtseva: With the figure of Medvedev, do they associate the possible mitigation of Western policy against Russia?
Valery Khomyakov: It may be so thought. Now the main thing is not this, but to understand the alignment, who is more loyal to Russia, who can and on what grounds can go to a decrease in sanctions, at least abandon sectoral sanctions that have seriously hit our economy and it still hurts all that is still painful. Therefore, it seems to me that this is the first.
