
The West Siberian Transport Prosecutor's Office revealed numerous violations during a rescue operation in the crash of the Mi-8 helicopter near the city of Igar in the Krasnoyarsk Territory, in which 13 people were killed at the end of November 2015. It turned out that the rescue group flew late.
The group of the Norilsk regional search and rescue base of the FCU "Siberian Aviation Search and Rescue Center" arrived at the Valek site for departure with a late 11 minutes, only after 17 minutes from the moment the signal was received. The take-off of the search and rescue aircraft Mi-8 was also carried out with an excess of the established standard, the prosecutor's office said.
In addition, the landing at the site of the plane crash was not carried out. Mi-8 landing was carried out at the airport of Igarka, from where the rescuers independently reached the place of plane for 40 minutes. This largely influenced the timeliness of assistance to passengers who survived in the disaster, the prosecutor's office emphasized.
It was established that there are no swimming tools, communications, mobile equipment and tools, means of detecting victims, mining and alpine equipment, rescue diving equipment, and medicines. Based on the results of the audit, submission was made, the prosecutor's office said. The question of criminal liability does not come.
Earlier, witnesses of disastercomplained about the slowness of rescuers. According to them, the rescuers rode for about an hour and were not equipped with modern equipment. "It was a terrible picture: the girls dragged a whole kilometer on themselves in deep snow, the ice, even from the Soviet era, from the 50s, sealed brown suitcases and only a stretcher. A wild picture of the salvation of people in the 21st century!" - the eyewitness indicated.
In addition, rescuers did not take the tools to free people clamped by metal. There was no stretcher for the transportation of the victims and even "simple sheets to cover blood bleeding," the witness emphasized.
The helicopter flew out of the Igar airport at 10:57 minutes local time. Tentatively at 11:10 with an aircraft, a connection was lost. Half an hour later, the helicopter crashed 10 km from the city of Igar on the left bank of the Yenisei River, the department said. The cause of the crash could be the technical malfunction of the aircraft.
