
Representatives of the Buddhist Monastery Shad Tchup Ling, located in the mountains in the city of Kachkanar, intend to file an application with the court with a request to delay the demolition of the monastery . The Office of the FSSP of Russia for the Sverdlovsk Region last week reported that until March 1, 2016, the demolition of the Buddhist monastery Shad Tchup Ling should occur in the city of Kachkanar. This is not the first time the bailiffs reminded the founder of the Buddhist community, the management specified.
The release noted that the reason for the eviction of Buddhists is the illegal occupation of a territory in federal property. In addition, this land is in the developments of the Kachkanar iron ore deposit.
The city court made such a decision in favor of the Forestry Department in the summer of the year before last. However, the debtor did not comply with the requirement of demolition, in connection with which he was brought to administrative responsibility, UFSSP said. In addition, he was limited to travel beyond the borders of the Russian Federation.
“The commission of executive actions is difficult, since the Monastery Shad Tchup Ling is located high in the mountains and it is possible to get to it only on foot, having overcome more than eight kilometers in the rocks. Recently, an operational meeting was held in the administration of the Kachkanarsky city district on the execution of the requirements of executive documents and moving the monastery to Mount Mokhnatka,” the report said.
The bailiffs report that the meeting was attended by the debtor, where he was repeatedly awarded the request for the execution of the court decision before March 1, 2016.
Christina Kashin, head of the department of enforcement proceedings of the UFSSP of Russia in the Sverdlovsk region, regretted at a press conference that the case came to the compulsory demolition of the monastery. She added that the structures, most likely, will be demolished by hand or with the help of a helicopter technique - due to the inaccessibility of the territory.
Buddhists are not against ore mining, but against the demolition of the monastery
The representative of the Buddhist Monastery Shad Tchup Ling Vasil Abuzarov on Monday told reporters that the community was not against ore mining, but its participants do not want to demolish religious buildings under any conditions. Even despite the fact that they have already been offered a new site for construction on Mount Mokhnatka.
Deputy Director of the Department of Forestry of the Sverdlovsk Region Alexei Pazhnov told reporters on Monday that this territory will be given to Buddhists for unlimited and free use for 49 years.
According to Abuzarov, the Buddhists are ready to build residential buildings there if they are helped in the construction of roads and a number of other issues. But they do not intend to build religious structures. “We will not build new religious buildings on Mount Mokhnatka. But residential are it possible if there (on Mount Kachkanar) there will be some particularly dangerous explosive work,” said Abuzarov, clarifying that, according to the cult, to demolish religious structures is not good.
He stated that Buddhists will all their might try to save buildings. To begin with, the community plans to submit an application to the court to postpone the execution of the decision on the demolition of structures before March 1.
Abuzarov also told how the buildings were erected in this area. According to him, in 1995, the head of the community found this place on Mount Kachkanar and built a temporary building there. In 2000, he registered the organization and began collecting documents for land registration.
“We received the answer that the requested section falls beyond the limits of 200-300 meters of the circuit of the balance reserves of the Kachkanarsky field. In 2002. This was the Department of Natural Resources. We calmly continued to build and further execution of documents,” Abuzarov explained.
However, according to him, the local administration refused to building construction, since, according to the data obtained from the Kachkanar mining and processing plant, the site that the community was chosen is 30-50 meters from the place determined for ore mining. But at that moment, Buddhists have already built cult structures.
The members of the community turned to the president for help. As a result, they allocated a site for new construction on Mount Mokhnatka. But, as noted by Abuzarov, there are no roads to him, there is no artificial reservoir that Buddhists on Mount Kachkanar. That is, this site is not adapted for living, so they cannot go there right now.
Who is ready to help Buddhists
Meanwhile, Evraz Kachkanarsky GOK (KGOK - is part of the Evraz PLC company, belonging to the third of Roman Abramovich ) is ready to help the Buddhists during the move, the Urals regional center of corporate relations said. However, the plant clarifies that this issue must be discussed together with the city administration and the Buddhists themselves.
According to Vasil Abuzarov, the community accepted help and is now preparing a list of what Buddhists need to move.
"The buildings on Mount Kachkanar are located directly at the Titanomagnetite ores in the Kachkanar field. According to the Law of the Russian Federation in the territory of the deposit, any development, as well as people's accommodation, are prohibited, as it is unsafe. This issue is in the area of responsibility of state authorities," the Urals Corporate Relations Center notes.
Currently, a project for opening the Kachkanarsky field is being prepared at the KGOK, designed to replenish the outgoing capacities of the Gusevogorsky deposit. As soon as all the necessary preparatory procedures are completed, the enterprise will begin the field stage of work.
The company also specifies that the field was explored in the 50s of the last century. Ruda reserves were already known when there were no religious structures on Mount Kachkanar. In 2010-2011, a pre-exploration was conducted, and the borders of the deposit were expanded.
"The borders of the quarry are determined by the license agreement. The Law on the Subsoil directly obliges the enterprise to completely choose the entire ore that falls into this contour, otherwise the KGOK is threatened with harsh sanctions, up to the recall of the license," the message said.
The company notes that, according to the conduct of pre-exploration, the reserves of the Kachkanar deposit are more than 8.2 billion tons of ore. This is enough for 140 years of effective work. "Kachkanar is a classic single -industry. Of the 45 thousand inhabitants, about 10 thousand are dependent on the work of the GOK: four thousand employees of the plant itself, the rest work in" daughters "and affiliated structures. About 10 thousand are pensioners," the release emphasizes.
