Not elections, but tragicomedy

In the new film "Elections 2 Day", the thought sounds that if we provide honest elections to our people, they will be voted for irresponsible politicians who promise all earthly benefits. On this postulate, apparently, the work of the internal policy of the presidential administration, carefully filtering candidates for mayor, governors and deputies, is being built. Like, it is better so, in manual mode, imitating democracy, to arrange safe personnel in positions than to plunge into the abyss of democratic unknown. The thought is not new, but thanks to cinema, now it will now be even stronger into the head of the electorate that does not trust itself.

And without that, a significant part of our citizens prefers to vote to whom the authorities or Moscow will indicate: "They know better who is more worthy." Our people generally rarely dare to live in their minds. To neutralize those who are still solved, there are methods. So, the Apologate of the hard style of campaigns is considered the curator of the elections in the Ryazan region from the federal center Viktor Kidyev.

It is with his name that the most loud scandals with falsifications are associated. The other day, the talented “crisis manager” Kidyev received a new appointment on the party line-became deputy secretary of the General Council of United Russia. Only according to this personnel decision can it be assumed that the ruling party in the September elections to the State Duma is not tuned to honest competition.

In Ryazan - their resignations and appointments. Galina Muravyova, who was leaving from the post of head of the Oblazbirkoma, thought about a politician's career. In an interview with AiF, she admitted that she prefers to work more than to do household chores, so in this sense she does not consider himself a woman.

The closest elections in which Muravyova can get a chance to reveal his talent for politics will be just parliamentary. It is possible that Galina Mikhailovna plans to change her office on Ryazan Street Polonsky to the capital's Okhotny series. Only Falstart looks strange: usually they do not announce in advance about their intentions. Perhaps, in this way, she, as a lawyer for second education,, for her part, simply “recorded” informal agreements on further employment.

After 11 years of the presidency in the election commission of the Ryazan region, Galina Muravyova has the right to count on a warm place: so many people owe her their mandates! If it weren’t for Galina Mikhailovna, not to see the "United Russia" of such numerous fractions, it would not be possible to ensure a decent result in the presidential election, it would not be possible to close the City Duma from the penetration of unwanted comrades. And the governor’s elections are also her merit. After all, not PR managers and image -items, in fact. Well, the fact that the work of the regional election commission headed by it was criticized for unprofessionalism even from the CEC is not a misfortune, such trifles are rarely affected by new career ups. The main thing is to correctly capture the necessary waves: well, with this, Muravyeva, like a graduate of the radio institute (as the first education), also, presumably, there is no problem.

The question remains open who will replace Muravyov with such a responsible post. Some simple-minded citizens on the Internet write that it would be nice for the governor to appoint someone from the movement in the defense of voter rights in the prostitute. Moreover, this is the only organization that carried out truly independent monitoring, and the Ryazan authorities did not even manage to create a clone of the “Map of Violations” - the project died without waiting for the completion of the campaign for elections to the regional Duma. But these are all dreams: even in less significant public chambers and the advice of uncontrolled people do not like to let us in. If these structures have turned into a screen and an unnecessary appendage of the executive vertical, then you should not stutter about election commissions.

The formation of a new composition of the Central Election Commission, in which Ryazan Nikolai Bulaev, will from now on, would also be members of the new composition of the Central Election Commission. The ex-deputy of the State Duma and the ex-Senator, apparently, learned about his transition back in October, since from this time he stopped updating his website dedicated to parliamentary work.

For the sake of such a thing, he even temporarily left United Russia. Well, it’s not decent, in the end, if half of the entire composition of the CEC will be members of the same batch. And it’s so convenient: today you are a unicorn, and tomorrow you are independent. And, of course, is a super -objective.

Speaking seriously, the system of election commissions has long been in need of reform. Now the order of the beatings of the formation is such that it easily makes them controlled by the executive branch and dominant political forces. Moreover, the influence of alternative forces is significantly limited. If we ever want to get honest elections, we must give more opposition quotas, prohibit membership in the commissions by state and municipal employees, as well as introduce representatives from professional legal communities (lawyers, etc.) there. In the meantime, hoping that the campaign for the election of the lower house of the 2016 parliament will become more pure than in 2011, is unlikely to be worth it.

But not a single upcoming elections to the State Duma lives a Ryazan Polittusovka. For several weeks now, conversations about the possible transition of the head of the region Oleg Kovalev to the Federation Council to the released place of Bulaev have not subside. Conversations, of course, are backstage. Some do not even specially take them to the public: so that, God forbid, it does not break.

Kovalev’s resignation is being read so long and unsuccessfully that it already seemed to seem like he was with us forever. What will go on the third and fourth term. He got so compressed with his chair, as if even before him there was nobody. “There is Kovalev - there is Ryazan, there is no Kovalev - there is no Ryazan.”

In other regions, the governors change, leave of their own free will or after the criminal cases, but not with us. Our stability even contrary to the ONF data on the negative trend in the execution of the famous "May decrees" of Vladimir Putin in the Ryazan region.

In truth, far from only in Ryazan, things with the fulfillment of presidential wishes are not the best. Each first governor can be fired for sabotage of federal programs and corruption. And so it will be until the heads of regions are appointed from above, and not win in a tough competition. So far, the right candidates will continue to create greenhouse conditions in the elections.

Yes, today even some politicians have no clarity in their thoughts, not to mention their voters. Yes, the voters often do not even figure out what post they choose a person, what powers he will have. But to make a choice for them in the silence of the cabinets, demonstrating contempt for state norms, means to doom the country to managerial timelessness.

In the end, Igor Tsaplin somehow spent the two terms at the head of the region. And he did nothing bad, and this is already wow in our times.
