Civil activist Oksana Savelyeva: I do not want only a monument to remain on the site of the White Kholunitsa

The main way to change the life of the village with difficult infrastructure problems is to help believe its inhabitants in their strengths, a citizen activist, administrator of the Belaya Kholunitsa , Kirov Region Oksana Savelyeva, is convinced. Despite large financial difficulties, the residents of the Belokholunitsky district have implemented more than 30 public initiatives over the past year: from shares in the manufacture of jewelry from secondary material to restoration of temples. The 7x7 correspondent learned from Oksana Savelyeva how and what civil initiatives appear in the small village.

About 11 thousand people live in Belaya Kholunitsa, every year the population decreases. Despite this, the cultural life of the area is developing. Residents are especially active in remote villages and towns, where several hundred people live. Environmental initiatives, improvement shares related to cleaning territories, volunteer concerts or contests, religious and charitable projects have gained popularity.

- How active are the inhabitants in white Kholunitsa?

-Civil society in our area is mainly initiative groups (sometimes very small) and even private individuals who alone do something useful and pleasant for people, often not familiar to them. I think that only in the city the number of such groups and loners is more than a hundred people. Plus rural settlements: in each village its asset. It must be understood that social activity is not what the administration drove from under the stick, for example, on a mass subbotnik on a working day. This is what is done of good free will, not during working hours and its own resources, simply because I want to do it.

Our initiatives, fortunately, do not require exits to the square, protest activity. It is necessary to challenge only your uncertainty, or perhaps laziness or rejection that "oh, the rich has a holiday, but we have no money, roads, which means that we will not have joy." All the same, firstly, you can afford a holiday, and secondly, outside some event, create such a mood for yourself in order to hit them by devastation, off-road, even locally. You need such a mood so as not to sour and tune in to the changes, and not silently go to the bottom.

Of course, not everyone is happy that we are manifested primarily by cultural activity, while deep transformations are needed in the infrastructure. Skeptics grumble: they say, what are people sing and dancing, organizing festivities and fairs, when to plow?
It seems that there is a share of meaning in this, but this applied activity cannot be discounted from accounts, it gives strength to the construct. Today, activists are united for a volunteer concert or creative competition, and tomorrow the same people will go out to put in order a monument, public territory to convert chaos into beauty.

Often in villages, villages and villages, entrepreneurs are able to solve social responsibility - they help resolve communal issues, support cultural events and promotions on improvement, social support.

-And where, in your opinion, more open to changes, the initiative population: in the city or in the village?

- Perhaps in Kirov 1% active will be set, and as for rural settlements, the percentage will be larger: when only 300-500 people live in the small village, you can’t plant it there. But in a city where 12 thousand people can already hide, especially in a high -rise building. I do not exclude that the inactivity of part of these hiding is only a consequence of the fact that they did not choose the key to them yet, they did not have a motive for action. But some fundamentally live for themselves and, apparently, will not show altruist inclinations under any circumstances. Their nature is like that. Trying to change her - is it useless?

Somewhere, just spontaneously, people united, if there is a goal.

Say, in the old village of Sworgines, a third of the village goes on subbotniks, restore order around the church! This is a good sign: since they care about their antiquity, it means that they are not ready to forget the small homeland and go to where it is easier.

I can’t even imagine that about 100 people united by more than one organization, enterprise or educational institution entered some kind of action in the city! Volunteer events in the district center unite 50, a maximum of 70 people or a little more (as was the case in the August subbotnik in the cemetery, initiated by the Belokholunitsky branch of the Battle Brotherhood).

- What is the public activity of the townspeople?

- By the end of last year, at least 30 public initiatives were implemented in our area. Some of them are one -time, some are constant. I deliberately say “at least 30”, because not all activists are public and report: “I did this!” You will find out about some good deeds, even working in the editorial office (which seems to be the opportunity to be well informed), you know by accident: you talk with someone about something else, and the person will “talk” about an interesting fact.

First of all, charity and creative projects, initiatives in the field of improvement are implemented. For example, the fourth year we have a competition for the manufacture of New Year's jewelry for the main city Christmas tree from the secondary material “Pure New Year!”. This can be treated differently, but we succeed. These shares do not carry so global load and meaning for civil society, this drop that sharpens the stone. This is necessary for people to feel that there are things that are not solved by money.

Most activists among people of retirement age. People of old hardening have enormous life experience, realize themselves in different ways. They are even active in sports terms: both the veteran fitness club is valid, and they are engaged in Scandinavian walking everywhere. For two years now (now there will be the third) in the region, sports and cultural festivals for veterans have been held. This, perhaps, is our chip - nothing supernatural and people like it. Rural settlements also included in such activities.

It helps that among lovers of physical education and sports there are enthusiasts. For example, thanks to Alexander Schupletsov, home-made sports simulators are located around the municipal sports and cultural complex “Health”, which have not been spent a dime of budget or personal funds of activists, everything was created only at the expense of skillful hands of an enthusiast and his deep knowledge.

Most of the projects, as well as mentioned above, are, in fact, “interdisciplinary”-for example, at the junction of physical education and improvement and improvement. Or improvement and ecology, culture, education of the younger generation.

We have a unique one - perhaps in the entire area of ​​the slide: the length of the descent is about 100 meters. Every winter, pensioner Vasily Zyryanov alone equip her alone.

It forms a groove on the slope on the slope, floods with ice, monitors the state of the hill so that everyone can ride from the street. This is a matter requiring considerable physical effort, a very elderly person has already chosen his mission of his own free will. They come to the hill even from other areas of the city. There are no assistants and successors of the caring grandfather-enthusiastic, in fact, no ... But in the new season, followers appeared.

Many Orthodox projects. The new temple of the Resurrection of Christ was opened and consecrated. For two years in a row there was a competition of children's applied work “Easter joy” - it is already known that the third is coming. Since September last year, Sunday schools for adults and children opened there. The library works at the temple, at the end of December the Cossack club opened, where the boys are taught the basics of hand -to -hand combat. For adults, Orthodox readings are held, collecting a considerable audience by our standards. A new temple complex is being built in the village of Bydanovo, temples are restored in the villages of the raw materials and Trinity, even contests for Orthodox photographers, artists and masters of decorative and applied art are held in the village of Klimovka at a restored church.

- Do you have examples of villages in the area in which the level of civil activity is the highest?

- In that year, the village of Revekh unequivocally flashed. There was an informational boom, and not from scratch! Many people write from there - from the school of arts, general education, from the library, the House of Culture, just active residents who report on local events appeared. Now the largest number of readership to the editor is perhaps coming from there. In March 2015, a memorial plaque was opened in the village in memory of Vyacheslav Rychkov, who died in Chechnya, which was scored for some fantastically short time-almost in a week!

The village won the PPMI three times [a competition for supporting local initiatives], there, in principle, there is a positive situation, although it was believed that it was depressive.

But now there is no depression there, and I do not know whose merit it is. Probably, just a combination of circumstances, that so many caring people, creative, are accustomed to do, and not complain. Including the head of the settlement, the role of the personality of which should certainly be noted.

- What do you think is related to such activity?

- The nature of social activity is affected by the history of the settlement, its aura, and the economy. Say, somewhere for a long time the settlement-forming enterprises worked, performing many social functions. When such an enterprise ceases to exist, the void remains, far from immediately and not always filled with anything and anyone. Both in the cut and in Dubrovka were disbanded timber industry, but the situation in the villages was different: they repeatedly said that "the forestry sprinkle spent people" and "deprived of social activity." But even in such circumstances, it is not at zero, it just manifests itself differently.

- What main success of the public would you celebrate in 2015?

-I think this is still a “breakthrough” on the Belokholunitsky alley of memory, in which a lot of useful and pleasing movements occurred in 2015. Our veterans have shown themselves at the height, this persistence led to such results. Although personally, I am also glad that new initiative groups appear in the city and the area that implement their local local tasks. For example, a group, conditionally called the “Left Bank”, probably felt its strength, moving the situation with an abandoned collector and a clogged sector in a very attractive, essentially place for years. There remained a serious amount of work for the next year, but the changes in 2015 are worthy of mention. I think that all participants in the process of this cleaning have the right to be proud of themselves (though almost no one will use it: we have people modest and purposeful).

- Who now remains to live in his small homeland?

- Mostly those who do not care what will become with his health, leisure, education - who has enough alcoholic beverages to organize their leisure. And the shops, by the way, are new and new ones open. What about other institutions can not be said. It is clear that there is little use from these in public processes.

The second group of those who remain is “a little crazy”, attached to the small homeland emotionally and at the same time managed to find a way to feed themselves on it. It doesn’t matter what kind of parents arranged for acquaintance, or this young man will sit on his parental neck, or he is a big craftsman and can honestly and conscientiously do what, here, in a small homeland, is in demand: either to build, or to repair different “iron” from mobile phones to cars, or to heal, or finding a balance between their requests and the balance sheet and the balance and solvency of the population.

- Can they be included in public processes?

- We must understand that such remaining are usually not participants in public life. Or very rarely participants. They more than fulfill their social role in the process of work. And from them it is no longer possible to demand more.

If an educated decent person remains in his native outback and manages not only to work, but also to show social activity is almost a miracle! So, he has, firstly, a desire for this, secondly,-time (not to go for a part-time job, but for free for public needs to give his time), thirdly, some experience, skills, knowledge that allow you to do something useful.
