
The government will ask for the implementation of the anti -crisis plan about 130 billion rubles of the presidential reserve formed by freezing pension savings. This was stated by Minister of Finance Anton Siluanov, reports Interfax.
As a result of extending the freezing of pension savings for 2016, as a result, a reserve of 342.2 billion rubles from saving on a transfer to the Russian Pension Fund was formed in the budget. The decision on spending from this reserve is made on behalf of the president.
"In general, the government on the anti -crisis plan determined - up to 250 billion rubles. In order to finance this amount, we will need to contact the president and get consent to the waste of this reserve - 130 billion rubles. We will turn to the president with such a request," Siluanov said.
On Wednesday, Siluanov said that out of 250 billion rubles of funds for the implementation of the anti -crisis plan , the government has only 120 billion . According to the head of the Ministry of Finance, the government distributed the funds of the so -called anti -crisis fund for 2016 for two months, not realizing that in fact there is a much smaller amount at its disposal. In fact, now the government has 65 billion rubles in the anti -crisis fund, about 55 billion rubles in it may appear in April when the federal treasury will send unclaimed budget residues to the fund over the past year.
Only these 120 billion rubles can be distributed without budget editing for 2016. At the same time, 35 billion rubles of anti -crisis fund funds have already been allocated. In total, the plan takes into account expenses from the fund for 170.7 billion rubles.
In the medium term, the Ministry of Finance is an attempt to get closer to the task of a budget deficit of 3 percent of GDP. Tactically, the Ministry of Finance between the lines recommend not rushing with the anti -crisis plan until April 2016. It was then, after the correcting of the current budget, according to the logic of Anton Siluanov’s letter, it will be clear how much the government can actually spend on anti -crisis measures, and not on paper.
On January 17, it became known that the government is preparing a 10 percent sequestration of the budget . It was explained that the current budget is a reversal at the rate of $ 50 per barrel. Meanwhile, back in December, the Ministry of Finance warned that the conjuncture in the oil market makes this budget impossible. Even at the price of oil, $ 40 for a barrel, the budget will not take 1.6 trillion rubles, and the deficit will be equal to 5.2 percent of GDP. Meanwhile, Siluanov noted, it is necessary to prepare for the price of $ 30 per barrel.
