By transferring more and more aspects of our life online, we rarely think about what a huge role in the Internet plays trust. The space in which almost any information can be changed, duplicated or faked, where anonymous users are operated on to one degree or another, we use as an intermediary for certain offline actions. By booking a hotel, we trust the aggregator site that the hotel exists, his photos are not stolen from other sites, and reviews are not invented. When making a money transfer, we trust the bank that the money is written off from our account in the indicated amount and transferred to the correct counterparty. By placing important files in the Internet depository, we believe that its servers will not burn. In fact, for the confidence that many important aspects of life can be entrusted with a virtual environment, we have to pay-in the form of banking commissions for online payments, payment for storage of data, or at least viewing annoying advertising.
Some called the invention of the Bitcoin protocol the main technological revolution after the appearance of the Internet precisely because it has given a completely new way of trust in confidence: now trust can be created not on the basis of reputation or legal obligations, but on the basis of mathematics. The American investor Mark Andrissen in his column “Why is Bitcoin important”, published in the New York Times two years ago, mentions the task “On Byzantine Generals”. As a group of generals who control the detachments of the Byzantine army, to agree on the general plan of the offensive, if there may be traitors among them? In essence, on the Internet, each of us is the Byzantine general, surrounded by probable scammers. By selling something online, you get the money not from the client, but from the bank that guarantees that the right amount was on the buyer’s account and that it was written off from him-that is, the buyer will not be able to use the same money twice (from the point of view of the bank completely virtual).
The seller of vegetables in the market and its buyer does not have such a problem: tomatoes exchange directly for "real", paper cash protected from fake with watermarks and microperforation. However, the value of these pieces of paper again depends on confidence in the state that released them. In an ideal situation, the seller exchange tomatoes for gold: during such an operation, no one should take anything on faith. The Bitcoin protocol has just become an analogue of cash or gold ingots on the Internet: the same bitcoin (virtual coin) cannot be spent twice; No transaction can be changed, canceled or challenged.
At first glance, the system is based on a rather simple idea: information about absolutely all transactions conducted is stored immediately by all network participants. The fate of each bitcoin can be traced from the moment of its appearance in the system. It is this format for storing the history of transactions in the form distributed by many nodes that is called blockchain.
Blockchain - literally a "chain of blocks". The fact is that the transactions carried out are compiled in sets - blocks. Formation of blocks is a key moment of operation of the system that ensures its safety. You can imagine the next block as a transparent box in which the previous block lies (and, therefore, all the previous ones) and the last few transactions. In order for the formation of the block to be considered completed, the box must be locked. To do this, it is necessary to make a complex mathematical calculation, requiring an impressive computing power of the computer. The only purpose of this calculation is to present evidence of some work done. Any participant in the network can try to lock the new box - the box that managed to close the first will be added to the chain. After that, information about the change in the block chain will be distributed to all users.
The boxes are transparent, which means that at any time each network users can see all transactions (for example, this can be done on this site https://blockchain.info/ ). But in order to erase or change the already perfect transaction, it would be necessary to do this with more than half of the participants and, moreover, open as many boxes as they managed to “disasters” for a perfect operation. And this is equivalent to that giant computing work that went to lock the boxes.
This is how the blockchain technology operates in the Bitcoin protocol. However, on the basis of such architecture, you can build a distributed depository of almost any data that has the same key property: history cannot be canceled or rewritten. In addition, in fact, the blockchain, the Bitcoin system uses several more elegant solutions. New coins - bitcoins - fall into the network as a reward for a complete block: the one who locked the next box goes a small amount. The total number of bitcoins that will ever be released is intentionally limited by 21 million, and in the early 2030s new coins will be completely stopped. The maximum emission of coins emphasizes their comparison with gold (the gold reserve is exhausted). According to the same analogy, users involved in the "extraction" of blocks are called miners, from the English miner - "Rudokop". So that all the coins do not appear in the system too quickly, special restrictions are introduced in the system: the remuneration for the closure of the new block is constantly falling (now it is 25 bitcoins or a little more than 10 thousand US dollars), and the complexity of the calculation required for this is constantly growing. Moreover, the complexity grows in such a way that each new block appeared in the blockchain about once every 10 minutes, regardless of the total computing power of the entire network. If at the dawn of bitcoin to complete blocks or “mining” it was possible on a regular personal computer, then in recent years it practically does not make sense: the benefit is much inferior to the cost of electricity spent. From the beginning of the 2010s, special processors began to develop that capable of performing only one operation-calculating the hash-function of the SHA-256, which is just needed to complete the blocks, but do it quickly and with low energy consumption. Today, “mining” blocks - that is, by locking transparent boxes - are engaged almost exclusively at professional stations consisting of many modules of ASIC specialized processors. Such installations often have where cheap electricity and low ambient temperatures are available (after all, colossal energy also goes to cool microprocessors), for example, in Iceland or Chinese inner Mongolia. It is amazing that about 1.46 TVT.Ch electricity annually goes to, in general, useless calculations, the only task of which is to ensure priceless trust.

The question of the fate of Bitcoin as a legal payment means remains open, officially, these electronic coins are not accepted in any country in the world as a currency. Russian officials - from the head of the FSKN Viktor Ivanov to representatives of the Central Bank - regularly make sharp statements about the danger of bitcoin. Against this background, Vladimir Putin spoke out in the summer of 2015 surprisingly softly: “They are not really attached to anything and are not provided with anything. But in general, as a unit of calculation, as they are called there,“ coins ”can be used, they are more broader and wider. As some kind of equivalent in some segments of the calculation is probably possible,” he said . But almost immediately, Dmitry Peskov hastened to explain that the president’s words did not mean readiness of Russia to some extent to legalize cryptocurrency. In fact, the blockchain becomes a protocol of trust on the Internet. Barinov compares this with the emergence of the main protocol World Wide Web - HTTP. “Once HTTP, it was a system. The revolutionary significance of the new protocol was primarily evaluated by banks for which the safety of storage and processing of electronic data is extremely valuable (of course, it was not only the Russian Sberbank: the largest banks such as Goldman Sachs, JP Morgan, Credit Suisse and Barclays united into the Consortium R3 for close study of the blockchain). Sociologists and philosophers also saw in the blockchain the basis for global changes in the organization of society. Decentralization of trust can change the role of structures that have traditionally monopolized trust - large companies and states. But how will the blockchain change the life of the layman? Barinov believes that this will happen through new services, like the one that his Block Notary company offers.

Замовский утверждает, что именно эти соображения подтолкнули к тому, чтобы реализовывать новый проект центра реформ – электронные голосования – на блокчейне: “Они собираются использовать его и для госзакупок, и для голосований, и в принципе для всех электронных государственных сервисов. После окончания матча умный контракт автоматически проверяет его исход на каком-нибудь спортивном сайте и переводит всю сумму победителю. Другой пример – доставка покупок: оплата за товар фиксируется в блокчейне, но только когда приходит автоматическое подтверждение от курьерской службы, деньги поступают продавцу. С развитием так называемого “интернета вещей”, когда почти любые бытовые предметы получают доступ к мировой паутине, умные контракты могут регулировать и договор аренды (не заплатил за месяц – замок входной двери перестает работать) и кредитные договоры (не внес платеж – машина перестала заводиться).
Умный контракт, конечно же, способен и подсчитывать голоса. Замовский объясняет, что для создания системы электронного голосования нужно решить несколько задач. Главная – как осуществить идентификацию личности. Если речь идет о петициях или совещательных голосованиях, которые не имеют юридической силы, хватит и создания логина с паролем плюс, к примеру, подтверждения номера мобильного телефона. При голосованиях в Верховной Раде блокчейн-платформа может быть интегрирована с внутренней электронной системой депутатских карточек. А вот для более масштабных выборов нужен электронный аналог паспорта. Замовский предлагает одно из возможных решений: “В Украине есть три крупнейших банка, которые покрывают практически все население. Они уже провели верификацию личности людей и создали для них электронную идентификацию. Вот эту систему мы и планируем “прикрутить” к умному контракту, который будет отвечать за подтверждение личности”. Процесс голосования может выглядеть так: гражданин открывает специальное приложение на смартфоне или компьютере, идентифицирует себя при помощи логина и пароля от своего интернет-банка и затем голосует. Система возвращает уникальный электронный чек, подтверждающий, что голос надежно зафиксирован в блокчейне. Умный контракт в режиме реального времени автоматически подсчитывает результаты голосования. Замовский считает, что проникновение компьютеров и смартфонов в Украине превышает 90 процентов, но в любом случае электронное голосование можно организовать также через платежные терминалы и даже через небольшое количество классических избирательных участков.

Преимущества такой системы очевидны. Практически исключены фальсификации при идентификации личности, а значит, и всевозможные карусели и другие методы накрутки голосов. Каждый голос учтен и строго защищен распределенной структурой блокчейна. Подсчет голосов ведет умный контракт, а не члены избирательной комиссии. Выборы обходятся бюджету значительно – на много порядков – дешевле и могут быть организованы фактически за неделю. Результаты становятся известны немедленно. Более того, создание системы ничего не стоит украинскому бюджету. “Нынешняя разработка ведется на волонтерских началах. Для нас это маркетинг”, – говорит Замовский.
Впрочем, транзакции в блокчейне Ethereum, как и в "Биткоине", не бесплатны, сейчас комиссия составляет примерно 1 цент. Замовский объясняет, что для первых пробных голосований (это будут петиции и совещательные голосования) расходы на транзакции составят сотни, в крайнем случае, тысячи долларов, которые его компания готова “списать в качестве хостинга”. В дальнейшем можно будет говорить о создании собственного некоммерческого украинского блокчейна для реализации всех государственных услуг.

По словам Замовского, у команды грузинских реформаторов есть достаточный для этого административный ресурс. BitNation – один из типичных визионерских стартапов, выросших из технологии блокчейна. Эта некоммерческая организация со слоганом “Власть 2.0” (Governance 2.0) предлагает любому жителю планеты стать гражданином виртуального государства и получить доступ к виртуальным государственным услугам, вроде электронной нотаризации документов или заключения брака. Такая карта автоматически открывает гражданину страны доступ к электронным государственным услугам – от автоматизированной системы заполнения налоговых деклараций до открытия юридического лица и голосования на выборах. Около двух лет назад возникла идея: почему бы не открыть хотя бы часть таких сервисов для граждан других стран? Проект был реализован – сегодня стать электронным резидентом Эстонии может практически любой человек. Для этого нужно подать заявку онлайн, приложить к ней отсканированную копию паспорта, оплатить сбор в размере 100 евро и дождаться, когда пограничная и полицейская служба Эстонии проведет первичную проверку ваших документов. Примерно через месяц нужно явиться в ближайшее посольство Эстонии (сейчас это возможно в 38 странах мира), пройти личную идентификацию и получить карточку электронного резидента – очень похожую на те, которыми пользуются сами эстонцы, только без фотографии. Такая карта не дает обладателю стандартных прав гражданина, вы не сможете голосовать, вам даже придется посещать Эстонию на общих основаниях. Зато теперь вы можете без особого труда и очень быстро, за несколько минут, открыть в Эстонии юридическое лицо. Впрочем, для этого понадобится реальный адрес в стране, который можно также арендовать онлайн у одного из партнеров проекта. Другая проблема – открытие счета в банке. По существующему законодательству, для этого необходим личный визит в отделение на территории Эстонии. “Мы понимаем, что дистанционные сервисы – главное преимущество нашего проекта и в закон нужно внести поправки. Я надеюсь, что уже ближайшим летом все электронные резиденты смогут открывать счета в эстонских банках онлайн, без личного визита”, – говорит Корджус. И тогда индийский IT-предприниматель сможет открыть онлайн-бизнес, зарегистрированный в Эстонии, причем для этого ему даже не придется посещать Европу.
В Эстонии рассчитывают, что к 2025 году в стране появится 10 миллионов электронных резидентов. Корджус объясняет, что для страны это выгодно, потому что позволяет зарабатывать инфраструктуре, обслуживающей юридические лица, например, банкам. Любой практически полезный сервис, основанный на блокчейне, связан с реальной идентификацией личности. Корджус, фактически управляющий государственным стартапом, согласен с тем, что блокчейн изменит роль государства, но не верит, что государства станут вовсе не нужны.

Новые технологии превращают государства в поставщиков сервисов, которые могут конкурировать друг с другом так же, как это делают в интернете коммерческие компании. Эстония может предлагать свои госуслуги миллиону своих граждан, а может – семи миллиардам жителей Земли. Как рассказал Радио Свобода один из собеседников, в конце февраля 2016 года в Москву для переговоров с Германом Грефом приезжал основатель блокчейна Ethereum Виталик Бутерин. Популярный термин все чаще используют российские чиновники. Впрочем, из их высказываний не всегда очевидно, что они имеют в виду. Например, представитель ЦБ России Шамраев недавно заявил: “С точки зрения средств платежа у нас есть чем пользоваться, и здесь возможность Blackchain даст резерв, который позволит банковскую систему перевести в новое качество”. Российским официальным лицам рано или поздно придется отделить страх перед “суррогатным” биткоином от интереса к возможностям блокчейна. Новую технологию активно внедряют во всем мире, в том числе ближайшие соседи России. И это не только Эстония и Украина – по словам Баринова и Замовского, в использовании блокчейна заинтересовалось руководство Казахстана на уровне премьер-министра.

“Нам очень повезло, что блокчейн достался нам как общественное благо, очень дешевое, которое не контролируют корпорации, как это вышло с социальными сетями, – рассуждает Баринов. – Оно работает почти везде, почти везде оказывается эффективнее других решений и дешевле их. Сейчас это модное слово, но через некоторое время его просто перестанут замечать, как электрические розетки. Но блокчейн будет повсюду, как и электричество”.
И это будет электричество, превращенное в доверие.
