I paused to give the chairman of Utkin A.S. Put things in order. But, since he did not react in any way (as if he had not even been present at the meeting), I silently took my report and already at the front door said that, I think, tomorrow I will submit an application for withdrawal from the Communist Party, and also expressed confidence that with the preparation of the protocol Utkin A.S. Cope without me. My work notes for the protocol remained on the table, which I did not approach after the rostrum.

Accordingly, then the subsequent part of my report is published, which at the general meeting 02/18/16 remained unanimous/

5.02.16 G. Utkin A.S. I gave me only three of his very protocol of general meetings for 2015 (dated 17.07.15, 12.12.15 and dated 12/17/15) and one protocol of the Bureau meeting of 19.06.15.

And now let's think about what was supposed to be the main, primary help for the secretary of Utkin A.S. In preparation for the past 15.01.16, reporting and election assembly? Undoubtedly, all the same protocols, only in the full set. That is, 27 protocols of general meetings and if not 24, then at least 8 protocols of the meetings of the bureau, but not 3 and 1, respectively. In fact, as it turns out only now, the vast majority of these protocols Utkin A.S. Not only did not see in the eyes then, in January, but can not even provide them now. In many ways, this determines the level of the January report we heard.

Meanwhile, accounting and storage of protocols is one of the first duties of the secretary of the primary department, with which, as it is quite obvious, the secretary Utkin A.S. Absolutely unable to cope.

I don’t even want to talk about the quality of the quality provided to me on 5.02.16. Figuratively speaking, I have no words - only emotions. I will only say one thing - most of them are still not even signed by them:

- the protocol dated 07/17/15 was signed only by the secretary of the general meeting of Korostelov;

- the protocol dated December 4, 15 was not signed by either the secretary of the general meeting of S.Z. Firsov, nor the chairmen of A. Utkin;

- Protocol dated 12/17/15, which was already me, Utkin A.S. I signed only after my reminder of this at the time of its temporary return to me on 5.02.16;

- The protocol of the meeting of the Bureau of 19.06.15 was also not signed by anyone and, moreover, contains another stunning incident - it contains only two members of the bureau, while until 01/15/16, another member was the communist S.Z.

Once again, I draw your attention that in all this, like in many ways, you can make sure here and now it is through their review ( already transferred to the hall ).

And if one of you thinks that these circumstances are secondary and that I will in vain accentuate such attention to them, then I will strongly object, quoting paragraph 5 of Art. 4.10 of the Charter of the Communist Party, which says that “ the secretary of the primary party department ... signs the decisions of the general meeting and the bureau, as well as other documents of the primary party department ” (the end of the quote). So, if this issue were really secondary, then the party would not bring it to a separate point of duties of the secretary. I hope that it is obvious to everyone that here we are not talking about a formal autograph, but that, before signing this or that document that the person authorized to do this is obliged to verify its content and make sure that it corresponds to reality. But, since the secretary Utkin A.S. Systematically and actually completely did not fully fulfill this direct authority to sign the protocols, that's why they are in such deplorable desolation - due to their complete uncontrolled on his part.
