
Speaking at the College of the FSB, Russian President Vladimir Putin announced 24 million cyber attacks for stateites only in the 2015th year, and therefore he demanded that the department strengthen the level of protection of the information and communication resources of state bodies. In his speech, Putin also mentioned that the activities of more than one and a half thousand Internet resources of terrorist and extremist orientation were suppressed . According to the president, issues related to ensuring information security and eliminating new threats should be in the area of constant attention of the department, it is necessary to strengthen the protection of information and communication resources. It is primarily about sites used for the needs of the country's defense and security, as well as ensuring the stable operation of the economic and financial system.
In early February, Vladimir Putin entrusted the FSB of Russia, the General Prosecutor's Office of the Russian Federation, the Ministry of Justice, the Ministry of Communications, Roskomnadzor and other departments to develop proposals for tracking information threats on the Internet. All initiatives should be presented for consideration until June 1, 2016.
Apparently, developed by the Federal Security Service of the Russian Federation in March 2015, the system for combating attacks through the network is no longer enough.
According to the press secretary of President Dmitry Peskov, the number of cyber attacks is growing annually, and he considers them attempts to disrupt work, intercept control and remove information. True, Peskov specified, the budget to combat them will not be increased.

According to SOLAR JSOC (the response center to information security incidents), in 2015 the total number of cyber attacks in Russia increased by 45%, attacks on state systems grew slightly faster than the commercial sector, says Igor Lyapunov, general director of Solar Security. According to his observations, the number of cyber attacks on stateistems is close to 24 million, which the president spoke of. The number of cyber attacks on the public sector is growing, Sachkov, Kharetdinov and antiviral expert of Kaspersky Laboratory, Sergey Lozhkin, agree. He adds that the Kaspersky Lab also notes the complication of the methods used by cybercriminals. Technically, these attacks do not differ from attacks on the commercial sector, says Lozhkin.
In the state committee, as in the commercial sector, the number of successful DDOS attacks is reduced, Sachkov notes, but it predicts that their number will increase to the Duma elections in September 2016: it will be attacks on the media, blogs, competitors' sites. Khayretdinov does not agree that the number of DDOS attacks is reduced: according to Qrator Labs (is protecting against such attacks), in 2015 their number doubled.
To combat cyber attacks, first of all, it is necessary to build attacks of attacks and exchange information on cyberosis, Lyapunov believes. Now it is no longer enough to establish standard protective equipment (such as antivirus) and wait for the result, Khayretdinov is sure. In his opinion, it is necessary to eliminate the vulnerabilities of the standard software, the benefit of information about them appears quickly. Khayretdinov also notes insufficient qualifications of state institution protection services. He advises to purchase sets of protection from different vendors. Lozhkin from Kaspersky Lab also advises to train staff, update resources and create a comprehensive protection system.
