There is a ring in the city of Sosnogorsk. There are several one -time houses on it. Once it was a comfortable and comfortable housing (houses were built in the mid-60s of the last century). But years and decades have come forward, and the housing stock does not become newer. Now at home they require large -scale repair - as interior decoration, as well as work on roofs. This fund is not listed in the lists for major repairs, but the current work is simply necessary: in one entrance, plaster on the walls swelled and insulation on the pipes of water supply was destroyed. In one of the apartments of the other house, the corner in the bathroom damps and rust for this reason the pipe, and the plaster falls off in the other - it is dangerous to walk (children live in the apartment), water from the roof flows along the internal walls, condensation is formed. I was convinced that it would be necessary to clean the chimneys and repair the roofs, on which huge hats of snow have grown up during the winter and pieces of ice hanging, threatening to bring down the ceilings. Honestly, I was afraid to climb into the attic (I would not have to fall into the apartments). The visor of one of the houses fell under the weight of wet snow. In a word, a launched housing stock, to which skilled hands must be attached, and which, in this case, will still serve people.
Residents showed a stack of official papers - answers from various instances. I leaf through them: I see encouraging answers with the instructions of the execution time. But in fact, this is either unsubscribing or promises that were not fulfilled. It seems that the answers are convincing, and the arguments are reasonable and true (at first glance), but almost all the promised deadlines have come out, and now there. I even saw an answer from the prosecutor's office. Part of the requests in the instance was generally unanswered. And the meaning of one official paper is worthy of a separate explanation: the repair of visors is impossible, since they are not provided for by the design of the house. Even I am an outsider, but born in Sosnogorsk, I remember that they were always above the entrances of these houses. People repaired the trumped safety at their own expense, and now you can leave the entrance, not afraid that a piece of ice from the roof will hit the head. Then, under the weight of snow, another dilated. So you can't get any personal money !! Some commission came, interviewed the residents, asked to write a list of problems, photographed something there ... But the patience of people is not limitless.
According to representatives of the service company, they work in these residential buildings only on urgent repairs, that is, a team of specialists leaves and eliminates emergency breakdowns and leaks that require urgent intervention. So, they do not manage, but only serve under the contract. Their work, we must pay tribute to this, the residents are satisfied, only the words of gratitude sounded. But you need a radical decision to manage these houses, otherwise to be trouble.
One of the residents is a young man named Nikolai, so outlined his situation: “I live on the second floor, my windows over there, you can go and see the apartment. I bear the constant costs of repairs: either one must be replaced, then the other is to be attached. Simple amounts are spent. On my own, I eliminated leaks from the roof, inserted new windows. What is the point of making good repairs in the apartment again if at any time the works can be abyss?! You see, different people live in our wooden two -story buildings: young families with children, many pensioners with a modest income. But there are such personalities who do not care - these are asocial citizens, they are also called marginals. The smallest in the meter of the apartment - “one and a half”, there are no one -room. Maybe today local authorities will hear us today. We do not see further exit! I am young, I can do something myself, and what can weak pensioners do?! ”
Such a difficult situation forced the residents to collectively contact the public reception of the head of the Sosnogorsk district Vladislav Georgievich Gavrilov. Constantine Subbotin, a deputy of the district council, and an indifferent person, took to understand the painful issue. It is in his district that Koltsevaya Street enters.
“One of the patients of these two -story buildings is the absence of a management company that could monitor the working regime of communications and served houses with a long service life,” Konstantin Vladimirovich explained. - There are no people who wish, since large investments are needed, no one wants to risk the desired profit, these are realities. But the way out, I think, is. You can consider the issue as follows: to offer the Criminal Code that serve the prosperous housing stock and for this reason do not bear the burden of increased expenses, but their obvious majority, so that they take and share in fairness the responsibility for the maintenance of these houses. After all, they must first think about people if they undertook to manage the housing stock. This is one of the options. ”
There can be no two opinions here: it is necessary to maintain a housing stock, and not limited to the collection of payments from the population. Otherwise, it is necessary to leave this market and give the way to others - those who have a real desire to work. The inertia of past years must be forgotten, although some believe that the population, without applying serious service efforts, can be “milking” forever. Konstantin Subbotin does not intend to leave this issue with his characteristic athlete and coach in hand -to -hand combat - persistence will achieve an acceptable decision for residents. In the meantime, it helps its voters, which can personally: in a few days, the street door will be restored in one of the houses - the old one dilapidated, did not close and held on an honest word. He cleared the mountain of snow and ice on the voluntary subbotnik at all entrances along with the residents and pupils of the sports school. Real assistance to people instead of many many years of empty promises. And the residents are still asking to solve accumulating issues: to fix the roofs, put in order the interior decoration, ennoble the entrances to the houses, and in some places to upload the floors. Yes, still resolve the issue of servicing a cesspool. In a word, evaluate the scale of work and put the proper order.
Citizens could take houses under their own management, but, again touching the different layers of society living in houses, I note that some do not pay for a communal apartment in time. This makes the management of houses residents especially problematic. Leafing through the unsubscribing, I think people will not have a desire to once again beat their forehead against a concrete wall, they will not want to collectively manage houses. Moreover, only part of the apartments in ill -fated houses is privatized.
