The current head of the Central Election Commission Vladimir Churov did not enter the updated composition of the CEC. According to the Kremlin press service, this follows from the decree signed by Vladimir Putin "On members of the Central Election Commission of the Russian Federation."

Members of the CEC are appointed deputy head of the Federal Antimonopoly Service, Alexander Kinev, State Duma deputy Vasily Likhachev, Human Rights Commissioner Ella Pamfilova, representative of the Patriots of Russia in the CEC Evgeny Shevchenko and a member of the Central Election Commission Boris Ebzeev. Churov’s name is not mentioned in the decree.

The appointments were made "in connection with the expiration of the term of office of the Central Election Commission of the Russian Federation, formed in March 2011, and on the basis of Article 21 of the Federal Law of June 12, 2002 No. 67-ФЗ" On Basic Guarantees of Electoral Rights and the Right to Participate in the Referendum of Citizens of the Russian Federation, "the decree said.

Earlier, the State Duma and the Federation Council approved their candidates for the CEC. There is no Churov in any of their lists.

Churov himself refused to comment on the presidential decree. “The presidential decrees are not discussed,” he said.

Churov headed the CEC since 2007. The fact that he was being prepared has become known in January. According to the sources of Vedomosti, in public opinion, Churov personifies the negative experience of the election and it is associated with the protest promotions "for honest elections" in 2011. New elections will be held on September 18 on a single voting day.
