
In the articles [1] and [2] we have already concerned the topic of the “fantastic” development of science in the MIPT, related mainly to the TOP-100 access to world ratings. In our opinion, the main contribution to the promotion of MIPT to world ratings give traditional areas: physics, theoretical physics and partly mathematics. Actually, in the near future, the MIPT is going to enter the TOP-100 only in the Times Higher Education subject in physics, in its main specialty. At the same time, the leadership of the institute has been insisting that the future of the IFTI is a biological and medical disciplines for a year. No one will argue that cooperation with these areas of science is very fruitful for the institute. As we know, the basic departments in the institutes of the Russian Academy of Sciences of the biological profile regularly produce publications with the participation of MIPT students assigned to them.

However, this time we want to discuss new departments in the IFTI, which are not engaged in education, their employees do not conduct classes at the institute, and at the same time their scientific activity also raises great doubts. First of all, we will pay attention to those units for which MIPTs builds special buildings, carrying out billions of investment. To begin with, we consider the engineering center of the MIPT for difficult to recover minerals [3], funded, in particular, under the federal target program for the development of education [5].

Let's start with the actual funding. The program provides for the construction of two MIF buildings for this center, which in the document are called "Educational and laboratory buildings No. 1 and No. 2". From the document it follows that more than 1 billion rubles have already been allocated for the construction of these buildings and related communications. And, apparently, it will be allocated, since only design and survey work is planned in the case No. 1 in this program, and once they will have to go construction. We, as teachers, hope that in addition to the engineering center in these buildings, they will make at least a couple of lecture audiences, which the institute is now so lacking due to a sharp increase in the set of students.
Well, what will happen in this engineering center? A good idea of this gives a list of publications of the Center for 2015 [4]. It has only ten publications, seven of them in Russian magazines. Russian magazines do not seem to be suspicious, they are included in the VAK list.
But there are three articles in foreign magazines that we will consider more closely. Two of them [6, 7] are published in the Journal of International Scientifc Publications , on the website of which you can see a typical picture - the editorial board from the third world countries (though it was not without Russians), a promise to publish an article for 250 euros within 30 days ( http://www.scientific-publications.net/en/deadlines-and-fees/ ). You can also notice that so far only two magazine numbers have managed to enter, no one is included in any indexing systems.
Another article [8] is published in Contemporary Engineering Sciences . The situation is similar-the editorial board from the third world countries, the magazine is not included in any indices, the publication of cheaper is 200 euros ( www.m-hikari.com/ces/guide.html ). Actually, we often scoop up letters from this publishing house Hikari Ltd. With proposals to publish an article inexpensively with them.
We do not know whether it is correct to extrapolate, but it seems to us that other aspects of the activity of the engineering center of the Moscow Institute of Physics and Technology will go in the same crook as their publication.
I must say that the word “engineering” constantly comes with some kind of turbidity and horror. Here it is appropriate to recall the Higher School of System Engineering of the MIPT [9] and its director Grigory Bubnov with his paired dissertation [10]. We were at one time extremely surprised by the information of Dissernet [10] about plagiarism in the work of Bubnov and even interested in the leadership of the MIPT, how does such a person leads the MIPT unit, which is equivalent to the faculty in status? Will the reputation of the university suffer? In response, it was stated that the business qualities of Mr. Bubnov were arranged, and let the Higher Attestation Committee understand with a pale dissertation. I must say that the business qualities of Mr. Bubnov are truly extraordinary, so that even the official Channel “Vesti” paid close attention to them in his plot ( www.vesti.ru/doc.html?id=2622918 ), and later a message of Rosobrnadzor appeared (later www.obrnadzor.gov.ru/ru/press_center/news/index.php?id_4=5487 ) on the suspension of state accreditation of the Moscow Technological Institute headed by Bubnov.
In general, the question of the “business qualities” of many newly -made leaders of the newly -made MITTs units deserves a separate study. For example, the MIPT engineering center mentioned above in difficult to recover mineral is headed by T. A. Tavberidze. We did not find information about his scientific achievements in open sources, or at least about achievements in the development of difficult to be advisable minerals. But on the field of “effective management” Timur Arsenovich was noted repeatedly: and as the director of the woodworking plant ( http://goo.gl/jujpzt ), and, like any self -respecting furniture, with strange manipulations around the Basalt defense enterprise ( http://go.gl/yrwymi ). Probably, the liveliness of character and a certain tendency to adventures is a necessary condition for working in any engineering enterprise.
Well, and the biofarmklaster/biobusinessincubator MIPTs is coming to this [11]. Old articles that went abroad were posted as publications [12]. One could say that publications have long been made, and now they are being implemented in practice. But something about some breakthrough drugs, etc. From this unit I have not yet been heard. In any case, at the international level, and not at the arbidol. However, the building for this unit was built by MIPT, and in the end there was not a single suitable for the use of a lecture audience in the educational process.
We also want to note that the biofarmklaster/biobusinessincubator is regularly mentioned due to the fact that such well -known scientists as Barry Sharples, Valery Fokin and others allegedly work in the MFT. The above list of publications has several articles of Fokin, but they do not indicate MIPT as its affiliation. Moreover, in Fokin in the SCOPUS database, only one article [13], in which he affiliate the MIPT, manages to detect; Yes, and that, by all signs, was made without any participation of the MIPT. That is, if we consider the biofarmklaster/biobusinessincubator as an initiative to “buy affiliations”, then from this point of view it is completely ineffective. It is self -evident that in the schedule of MIFT classes to find lectures of Fokin and other assigned outstanding scientists is impossible. Instead, sometimes in biofarmklaster/biobusinessincubator there are strange events such as a lecture on creationism, already illuminated in the article [14].
It is important to understand that a lot of money is spent by the institute on the support and development of these clearly dubious enterprises, while the directions traditional for the physical facilities are huddled in old buildings. We mention that at the native department of the highest mathematics for the professor, a personal desktop (not like office) is a pipe dream. The vast majority of old laboratories are clinging in small rooms, in which there are not enough space for equipment. And even surprisingly, in such very Spartan conditions, active scientific work continues. I would not want to be known as retrograde and opponents of the development of the institute in new directions, but we are supporters of the opinion that new areas should not be led by scientists with a dubious reputation or even not at all scientists. We believe that these new areas must help the development of the educational process at the institute. Laboratory staff, of course, should conduct courses at the faculties of the institute, cooperate with the basic and institute departments. And, of course, the ideology and practice of “Buying of affiliations” cannot contribute to the development of the institute. We have great doubts that the MIPT will fall into the top 100 in world ratings, simply because these ratings were not written for physical education and not for our education and science system. But it is reasonable to spend money from the 5TOP100 program on the development of the institute is quite possible.
