State Duma deputies from the LDPR Sergey Karginov and Ivan Sukharev introduced a bill on fines for the trade in sanctions products to the Lower Chamber. The document is published on the State Duma website. On Monday, he was registered with the speaker Sergey Naryshkin.
Deputies propose to include in the Code of Administrative Offenses Article 14.2.1 (the sale of goods in respect of which, in order to protect the national interests of the Russian Federation, it is prohibited or limited to the implementation of foreign economic operations providing for the import of certain types of agricultural products, raw materials and food into the territory of the Russian Federation, in accordance with applicable law).
The authors of the bill are the following punishment are the following: for officials - a fine of 50 to 100 thousand rubles with confiscation of "subjects of an administrative offense"; for entrepreneurs without forming a legal entity - from 100 to 300 thousand rubles with confiscation or suspension of activities for up to 90 days; For legal entities - a fine of 500 thousand to 1 million rubles with confiscation or also a suspension of activities for up to 90 days.
The ban on the import of sanctions goods "excludes the possibility of their further turnover in Russia," the authors of the document in an explanatory note to it note. However, "despite all the efforts made, trading in these types of goods continues on the territory of the Russian Federation."
"Such actions are not consistent with the foreign policy pursued by the state and require additional legislative regulation regarding the strengthening of administrative responsibility of persons who carry out such actions," Zhirinovites say.
In August 2015, Karginov, Sukharev and their colleague and same -party Kirill Cherkasovintroduced a similar bill to the State Duma on the ban on the trade of sanctions goods. Corresponding amendments were supposed to be introduced to the law on trade. At the same time, this bill of Zhirinovites did not provide for any sanctions.
However, in February 2016, Izvestia reported that the government gave a negative review of the bill. The law on trade should not regulate foreign trade relations, the White House said. In addition, officials noticed, according to the Decree of Vladimir Putin, the sanctions products are destroyed, which means that the ban on the sale of such products would be questioned.
Then the Zhirinovites said that if they did not manage to insist on amendments to the law on trade, then at least they would offer amendments to the Code of Administrative Offenses.
On July 6, 2015, the Arbitration Court of St. Petersburg and the Leningrad Region allowed without restrictions to trade sanctions products . Dirgining the complaint in the case of the Magnit chain of stores, Judge Elena Sinitsyna decided that Putin’s decree of August 2014 says only about the ban on importing foreign products, but not to sell them in Russia.
