
On March 16, 2014, fun reigned in Crimea. Judging crowds wandered through the streets of cities - with tricolors and singing the Russian anthem. The St. George ribbon was considered the best gift. The air smelled of flowering almonds and hopes for the best future. Exactly two years passed. On the peninsula, it is still difficult to find those who want to return to Ukraine, but the joy of reuniting with the Russian Federation has faded greatly.
The hero is on the sidelines
At the end of February 2014, Vyacheslav (the name was changed) served as an employee of law enforcement agencies of one of the Crimean cities. Returning from a business trip to Kyiv, without a doubt for a second, he went to the border with the mainland, where the first checkpoints of the “Berkutovites” and the Cossacks only appeared. Having completely supported the idea of separation from Ukraine, a seasoned fighter and expert on martial arts was ready to protect his fellow countrymen from the Lawseecs allegedly approaching on their land (members of the “Right Sector” prohibited in Russia) and other Bandera. After the personnel units of “polite people” pulled up to the volunteers, and the bloodthirsty Bandera never appeared, Vyacheslav, who was guided, filed an application for joining the Russian police. The former law enforcement officer is seriously concerned about the criminal situation on the peninsula. According to him, the Russian police managed to significantly reduce drug trafficking. However, cases of hooliganism and damage to property have become more frequent. Vyacheslav has three children. He explains that under Ukraine, the benefits allocated by the state was enough for something. Products and essential products were cheap. And today prices have risen to Moscow or even higher. It is clear that the problem is in logistics, and when the bridge is completed, it should be easier. In the spring of 2014, the entrepreneur became one of the closest associates of Alexei Chalian, acting Governor. Today Oleg is one of the most famous critics of Governor Sergei Chanipo, for which he is subjected to cruel pressure. Nikolaev’s business has been cracking for two years under the press of various checks.
“Until now, I consider Sevastopol the best place to live in the Russian -speaking world. And during the events of the “Russian Spring”, many local residents began a patriotic euphoria and the hope of building a model of perfect Russia in our city has appeared. About a month after Alexei Chaly gave way to Sergey Chanipolo, we felt that something was going wrong. And the folk mayor of Chaly and the associates went to the polls under the flag of "United Russia". And then there was a paradoxical situation - the executive branch of the Russian region has become an opponent of EP. ” 
According to Nikolaev, the United Russia was interfered with the organization of the headquarters, the governor's “cleansing brigades” removed the party’s campaign products, the unknown people scattered provocative leaflets. After the victory of the EP, the landing of Moscow politicians from the presidential administration and party leadership led by Sergei Nevyov landed in the city. They convinced the Chalyo team to support Chanipolo, taking his oath from him not to retreat from the program for the strategic development of Sevastopol approved by Vladimir Putin.
“Initially, Alexei Chaly set the task of achieving budget surplus in the next five years,” continues Nikolaev. - directions were selected that could in the foreseeable future bring the right number of taxes to the treasury. However, the governor chose to eat tranches from the state budget. Today, Russia allocates financing for three years more than two years ago Ukraine. However, no one felt changes in the quality of life, repair of roads, infrastructure. But the number of officials changed - some time ago, the number of deputies of Channel reached 11 people. And the state of the Government of Sevastopol grew from 700 to 2200. In fact, a team that eats 10% of the budget did almost nothing for the city, even with fabulous subsidies from Moscow. At the same time, about 70 people are working in the Department of Internal Policy, which do not bring any benefit. In my opinion, the real result of their work is to bring the people to despair. Money from the Kremlin is coming, but Sevastopol functionaries either cannot master it, or the funds are simply plundered in the field, such as in road repairs. ”
Nikolaev says that one of the priorities of the city’s renewal was to be the external environment. After the Great Patriotic War, when the city was literally erased from the face of the earth, the best architects of the USSR worked on its appearance. But the chaotic development that was conducted in Ukraine literally destroyed Sevastopol. Another ten years - and a unique image would be lost irrevocably. However, this process has not stopped now. Developers, which include even the ex-Minister of Defense of Ukraine Pavel Lebedev, disfigured half of the city. Under the guise of children's boarding houses in completely unique places, he cuts out relict forests and actively puts skyscrapers with apartments for sale. Another problem of the city was the sphere of housing and communal services. Fresh landfills appeared even a few minutes walk from the building of the city government. Seeing that the executive branch did not accept the dialogue at all, Nikolaev became the co -organizer of the initiative group of citizens, who prepared the letter to Vladimir Putin. Under the appeal telling about the current catastrophic situation in Sevastopol, they signed 22.5 thousand citizens, which with the total population is 400 thousand. A very significant figure
“Literally a few days later, a check was in my restaurant, the basis for which was a woman’s complaint, which never came to us,” says Nikolaev. - When this method of pressure did not work, our opponents began to threaten the owner of the building in which we rent the room. The lease has ended on January 1. But I will leave here only by decision of the court of the last instance. ” According to rumors, the candidacy of Nikolaev plans to nominate the party “Just business” in the next elections to the State Duma. Three days of independence
Deputy Chairman of the Legislative Assembly of Sevastopol Alexander Kulagin is not like the usual Russian deputies and officials. Talking about Sevastopol, which he calls the city of justice, Alexander noticeably worries and asks to write about good and positive. At the same time, the conversation all the time slides to problems and difficulties. As a result, he still says that small troubles are not important compared to the main thing-now the hero city has returned to his homeland.
“There were three days of independence in the life of Sevastopol. On March 16, the people decided that Sevastopol leaves Ukraine and becomes the subject of Crimea. The next day, Russia recognized our independence. And already on March 18, an agreement was signed in the St. George Hall on the accession of Crimea and the city with the special status of Sevastopol to the Russian Federation. Most people, of course, are still happy to return to Russia. There is not a single person who would say something against. But there are also problems that cause discontent. ”
Among such difficulties, according to Kulagin, the re -registration of land, property rights, documents, cars. There are a lot of “former” visitors from other regions of Ukraine: they received a court decision on establishing a fact of legal significance that they constantly lived in Sevastopol in March 2014 at the time of its transition to the Russian Federation. And then the Federal Migration Service refused them to issue a passport. This situation does not allow you to receive medical services, give children to schools and kindergartens, etc. But those who without problems received the coveted Red Book have many difficulties. A business focused on deliveries from Ukraine has collapsed. In 2015, the average per capita income decreased. A lot of corruption scandals occurs.
In terms of the number of Sevastopol criminal cases instituted against officials, the average indicators in Russia. It raises a lot of questions and how financing from the state budget is mastered. “I myself witnessed how, after the repair of one road, people with an iron crowbar went and knocked on the coating,” says deputy chairman of the Legislative Assembly. -It turns out that they were looking for hatches who rolled up the woe-builders under the asphalt. Perhaps this was the result of cooperation between persons who had good experience in the budget Russian system, and not very competent contractors. The fruits of this process were that we now have no roads or money. ”
Alexander is sure that a sense of justice is very important for Sevastopol. Ukraine turned off electricity. Everyone treated understanding. But the authorities had to go to the population. At least warn about the schedules of fan shutdown. “I myself personally drew by the numbers of“ hot lines ”, and it was impossible to get through to any phone,” Kulagin recalls.
