On March 10, the Perm Court forbade the audio recordings of Pramnir Sergei Davydov. In 2012-2013, he called the judges of the Perm Territory and, posing as their authorities, asked for certain decisions on cases. TD talked with Davydov about how to make the judge make the right decision

In mid -2013, the deputy chairman of the Perm Regional Court Pavel Surkov called the FSB. The calling, introducing himself as the deputy head of the investigative department of the regional FSB, said that he managed to find the dictaphone records of negotiations of the judges of the Perm Territory with a person who pretends himself for Surkov and his colleagues.

“With us,” the caller explained, “was at the disposal of the record, where the judges were instructed on your behalf.”

Surkov replied that he was in the know, and that the bailiffs were already looking for an unknown joker.

“This material is on the Internet, on Facebook on a common page,” the FSBSHNI minted. - For public viewing it has not yet been put up, but you can see it. We anonymously threw us the username and password from this page. Until they removed her, I can send it to you. ”

Surkov dictated his worker IMIL, but he never waited for letters with a password. The letter came from a certain Sergey Davydov, who has nothing to do with law enforcement. In a letter, Davydov revealed himself: it was he called Surkov, calling the FSB officer. In response, Surkov suggested meeting.

“I come, and he begins to tell me all this,” recalls Davydov. - Why are you calling? I began to threaten me that it was criminally punishable, that it was up to two years. ”

A few days after this meeting, September 17, 2013, the bailiffs reported: a criminal case was opened against Davydov under Part 1 of Art. 294 of the Criminal Code of the Russian Federation (“Obviating the administration of justice and the production of a preliminary investigation”). After that, Davydov became a national hero. He was nicknamed the “Perm Pramner”, and the radio station “Echo of Moscow in Perm”, where Davydov was invited as a guest, launched a vote: whether Robin Hood could be considered him. 86% of the audience spoke approvingly, but the judge, before whom Davydov appeared, judged differently. In June 2014, a fine of 180 thousand rubles was awarded to this for attempts to interfere with the courts.

"Do not punish Davydova" if possible "

“Before that, I was an ordinary person, did not stand out. And my childhood was ordinary, ”says Davydov. - He studied at school, walked in a radio -ox, was engaged in sports gymnastics. Then he served in the army, in the Airborne Forces, in the Tula Guards Division. The service hardened me. In the Airborne Forces, honest people generally serve. The person who passed the army comes to others. Every year on August 2, we meet with colleagues, but every year my comrades are smaller - they die, sleep. ”

There are many photos from such meetings on Davydov’s page in Odnoklassniki. Tanned, tall men in vests and blue berets hug, drink and bite against the background of the boat river moored to the banks of the river. There is still a photo with Mikhail Circle. On it, Davydov, along with their friend (both in leather jackets) pose with a circle. Immediately there are many pictures with the family: Davydov has two children. The younger girl holds balloons in the photo, the boy’s satin ribbon with the inscription "Graduate" is thrown over the boy. But most often Davydov is posting pictures and demotivators: he loves rude, fair humor.

Davydov is engaged in business - rents cars. He does not complain of judges and police officers. He calls the first "ghouls in uniform", the second - "werewolves."

According to Davydov, he began to play the game against the judges of the Perm Territory after a trifling conflict with the bailiffs. He came to court for some document, but at the entrance he was asked to open a barce. Sergei showed - inside there were keys, wallet, a couple of papers. But the bailiffs ordered all this to get it, and when Davydov refused, he was not put into court and drawn up a report. For disobedience to the requirements of the FSSP employees, he was threatened with a trial in a magistrate court, and in the event of a loss - a small fine.

Davydov heard that judges often act "by call." Friends who worked in the system said that usually decisions of the district and justice of the peace are launched from above. To check these rumors, he called the court, where his case was appointed, and pretended to be one of the deputy chairman of the district court:

“Do not punish Davydov if possible,” Davydov ordered and, saying goodbye, put the phone.

This was the first such bell, then Davydov recalled that he was very nervous, and "sweat was hail." The next day in court, in order to observe the judge and at the same time not to meet his eyes, Sergey put on the sunglasses. Then the decision was really made in his favor.

"I love you madly"

After that, Davydov got a taste: he called Berezniki, Night and the district courts of Perm. Representing the large judicial ranks, he asked the judges to make the decisions he needed. At first, none of the judges had a doubt that they were calling from the regional court.

One of the first he called Judge Elena Kanina, introducing himself as the deputy chairman of the regional court Surkov. In response, she confessed to him love.

“Pavel Nikolaevich, I love you madly,” she said. “I understood everything.”

The result - Kanina closed the case of a resident of Bereznikov Sergey Gorodilov, who was facing a deprivation of a driver’s license for a drunken ride.

Nevertheless, the case of Gorodilov was rather an exception than the rule: more often the judges made the decision, not paying attention to the calls. So, Davydov could not stand up for a certain Dmitry Postnikov, who was supposed to deprive the rights for driving under drugs.

-Why did the rights still take it away? - specified Davydov, calling on the judge Irina Temonenkova. The judge replied that on the eve of the “some man” already called her and asked for “something”.

- So, I did not understand you. What does something mean? - Davydov asked with a bossal tone.

“So that I take one small bully more closely,” the judge answered evasively.

- What did you do?

- Deprived of rights.

Davydov suspected that after his calls, the judges began to call back to the regional court with clarifications. But the fact that the judges did not always obey him is completely not important. By sufficient evidence of their corruption, according to Davydov, is the fact that the judges agreed to discuss the course of the case and sentences by phone.

“What the judge says on the phone“ Good, I will fulfill, ”this already says something,” Davydov argues. - Let him make another decision later, but he does not throw the phone with the words "What do you allow yourself?"

"The decision is made not by law, but by call"

After a couple of successful calls, Davydov began to tell his friends that in the regional court he had a familiar judge who could help. Upon learning of this, people began to contact Davydov with requests, and they paid for his services - for example, they repaired the car for free.

“We hung a criminal record to one person, returned the right to the wheel drunk,” he admits in an interview. “Maybe we acted incorrectly, but we brought the judges to clean water.”

But Davydov did not forget about himself. In Dobryanka, where he lived in 2012, a case of his fight with a builder named Burashnikov was listened. Without naming the reasons for the quarrel, Burasnikov said that Davydov cut his lip with his fist, and then broke the glass in the car with a mount.

According to Davydov, they quarreled due to the fact that the builder threw stones at his dog, and they solved this issue “like a man”. As a result, Burashnikov was broken by the lip, and Davydov received a slight wound with a screwdriver in the chest. Both wrote statements to the magistrate.

Davydov could not solve the case in his favor on the call, the judge knew his voice. Then he was helped by a friend who, on behalf of the deputy chairman of the Perm Regional Court, called the judge, asking him to recognize Davydov as innocent, and to impose a maximum punishment to Burashnikov. “I understand you,” the judge answered. So Davydov won the court, and his opponent was fined 20 thousand.

"When they began to say that I am a pranker, I did not understand what it is"

“To be believed, you have to say confidently and competently,” says Davydov. - They called, greeted, introduced themselves. In general, if a person has a gift, this is impossible to explain.

You can’t order, you need to ask in a friendly way. Sergei well owns judicial slang and is guided by the nuances of bureaucratic subordination: “Even if the leader calls the judge, he cannot order. In the police, if someone stands higher by office, he can speak in an orderly tone with those who are lower. And the judge has the status of inviolability, he should not obey anyone. Whoever calls him. But the judge has a re -certification every six years. If he does something wrong, he will not pass re-certification. Therefore, it is necessary, for example, to say: "Ivan Ivanovich, you have a meeting tomorrow, you should make it like this in a way."

Davydov boasts that he called 18 judges. “Dictaphone” records (as they are called on YouTube) were published on behalf of Alexander Tkachev.

On the records you can hear that it captures the features of the speech of judges well. In his voice, the careful arrogance of a person standing a couple of steps is higher over the social ladder is felt. Slightly apologizing, he gives the team the next judge and ends the conversation: "Well, I count on you." After they hang the phone at the other end of the wire, Davydov emotionally comments: “This is a clumsy.” And adds: "Everything, the end."

In court cases in which Davydov intervened, conducted an official audit and came to the conclusion that "all the cases in which the calls took place were considered by the judges in accordance with the requirements of the law, and there is no reason to believe that the requests of the caller affected the decision of the decisions." But Davydov’s audio recordings will soon be inaccessible. After the court recognized them prohibited, Roskomnadzor is obliged to block access to them.

What is Pranker, Davydov only learned when newspapers began to write about him in 2013: “When I began to say that I am a pranker, I did not understand what it was. Then I read it on the Internet. ”

Then he gave out an interview and told about all the intricacies of deceiving the judges, but now he reluctantly recalls this story and insists that someone else called the courts of the Perm Territory. The phonoscopic examination, which was appointed by the court, who eventually sentenced him to a fine of 180 thousand, also did not confirm 100% correspondence of the voice of Davydov, who called the voice. Just because in the Perm Territory there are no good equipment for such an examination.

In the end, the fine also did not have to pay: Davydov was amnestied on the 70th anniversary of Victory. Only the warnings that the local prosecutor’s office send are reminiscent of calls with calls. The supervisory authority recalls criminal liability for interference in the activities of the court.
