Chaly is convinced that the city parliament will not be able to pull out this agenda due to the lack of the necessary resources: “This is the same as beating a forehead against the wall. What we have been doing well for a year and a half. It makes no sense to do this further. ”

At the same time, Chaly is not going to compose deputy powers, as an ordinary member of Zaks, he intends to “support the program for the protection of specially protected natural territories, objects of historical and cultural heritage”.

Chally also spoke out that the deputies press the topic of direct elections of the governor of Sevastopol. “We will have to follow the path that the government offers-a referendum to hold or some kind of public hearings. This needs to be crushed, ”Chally noted.

The governor of Sevastopol Sergey Avayylo said that he did not see the point of commenting on the resignation of chalogo. “Alexey Mikhailovich himself made this decision. I see no reason to discuss the failed fact. Alexey Chaly, we recall, was the leader of the “Russian Spring” in Sevastopol, which ended with the accession of the city and the entire Crimea to Russia in 2014. Already in August 2014, Chaly said that he regrets the rejection of the post of head of the city, since “incompetent and swaggering” people came to power. This was said on the eve of the parliamentary elections, the victory on which United Russia won, but, more importantly, control over the legislative assembly was not in the hands of Changilo, but by Chally and his supporters. It was the former "People's Mayor" that became the speaker of the city parliament.

The exchange of "courtesies" continued further. In May 2015, Chaly opposed the transfer to the “night wolves”, a motorcycle club, which is known for the proximity to the Russian president, land in Sevastopol. In June, the parliament expressed distrust of the vice-governor Alexei Yeremeyev, recognizing the implementation of the program of socio-economic development of Sevastopol. Finally, on December 29, Alexei Chaly resigned from the post of speaker of the Legislative Assembly of Sevastopol, evaluating the work of the authorities as “unsatisfactory”, and advised Sergey Chanyilo to “just as critically approaching his activity.” The resignation procedure was very difficult and was finally completed only on Tuesday, March 22.

In early February, the city parliament recognized the work of the city government unsatisfactory and invited the governor to dissolve it. Chaly on his own behalf added that the governor should also resign. But the administration of Sevastopol is still continuing to work in the previous format.
