The opposition policy team Alexei Navalny intends to nominate its candidates in the elections of deputies in the rural settlement of Barvikh, located to the west of Moscow, where, as is commonly believed, the country's most wealthy people live. The elections will be held on April 24, 2016. 10 deputies will be elected, who took from the first to fifth places in two five -member districts. Candidates are registered, signatures in support of their nomination were recognized as reliable, there were no other complaints either.

“Our logic was simple: we learned that there will be serious updates in the Central Election Commission. That rebranding is carried out: the odious Vladimir Churov is changed to Ella Pamfilova, who previously held the post of authorized human rights. This will contribute to the idea of ​​citizens about the Central Election Commission, as a body that fulfills laws and complies with the electoral rights of citizens. And we decided to check it, we began to look at what elections are held before the State Duma elections. We learned that soon there would be elections in Barvikha, where many persons involved in our anti-corruption investigations live-Presidential press secretary Dmitry Peskov, Senator Dmitry Sablin, there are lands that the federal security officers made themselves, becoming dollar millionaires (the new newspaper wrote about this), as well as President Vladimir Putin. The whole country will clearly follow these elections - and here a new idea arose. The municipal deputies have many opportunities for the legal persecution of violators of the law, and we decided that we need to become municipal deputies there and show how to work effectively. We offer residents full control of the authorities - Barvih's budgetary security per capita is comparable to oil cities, but the roads are in terrible condition. In addition, our Rosyama project will be relevant there. We decided that we will show how to work at the municipal level, ”Zhdanov said.

Zhdanov added that representatives of the FBK collected 14 signatures in their support at 10 necessary for registration.

Political scientist Abbas Gallimov believes that there are chances. “In small districts, the role of an administrative resource is minimal. There are few voters - and all of them can be circumvented. No black PR from television screens will be able to interrupt the impression of personal communication of candidates with voters. If the opposition are not lazy, then they will receive not only voters who are ready to vote for them, but also motivated observers who will help them defend the result.

In Barvikh, the problem of social stratification is very acute. If the opposition saddles this topic, then it can make a small revolution there. It is also important that such campaigns are practically not worth any money. Everything can be done on naked enthusiasm, ”says Gallamov.

Elections to the village councils were used to become a place of battles in several cases: if you needed to buy land and their deputies, for example, to transfer land from category to category (this was previously practiced, including at the level of municipalities), if there was a need to overcome the qualification (the most famous case-Matvienko), with the real desire to do something for the region, in other cases, municipal elections, as a rule, are quite enough A quiet thing, for his own, is reasoned by political scientist Mikhail Zakharov.

“Navalny with supporters in Barvikh will informly warm up the situation, and this may be interesting to attract attention to the municipal elections. But there is a number of "but." First: the settlement is very difficult. It’s not only in the “oligarchs and officials” (they, as they rightly celebrate in the FBC, are far from always spelled out in their homes - although it happens that they are quite registered there), the case is in the atmosphere of Laksher - an atypical municipality. With the target audience - it is difficult to guess who would be more profitable for Navalny. A significant part of the population of Rublevka - people with the same “fig in your pocket” are dear people, in expensive dresses and costumes and at the same time, almost the basic electorate of Navalny. Is there “ordinary people” there is a difficult question. Is there a “simple person” registered in a simple apartment on ordinary clean ponds? Well, probably, but still the surrounding reality is such that he is differently simple compared to the same person from Balashikha, ”the expert argues.
