The State Duma discusses the idea of "children's housing", which involves the payment of part of the mortgage loan from state funds, provided the birth of children in the borrower family. Thiswas reported by Rossiyskaya Gazeta with reference to the head of the Committee of the Lower Chamber for Labor, Social Policy and Affairs of Veterans United Assistance Olga Batalina. “Our experts suggest introducing such a scheme,” the interlocutor explained.
The birth of each subsequent child, according to the authors of the idea, should increasingly increase the share of the state in financing a mortgage.
In addition, Batalina told, the possibility of helping young families in solving the housing issue is discussed by creating housing construction cooperatives with the participation of large enterprises and organizations, as well as through the construction of rental housing.
Children's Ombudsman Pavel Astakhov on his Twitter supported the initiative. “It is equally important to support families with children who have already become hostages of a mortgage due to economic problems,” he added . “Especially on a foreign exchange mortgage.”
In some regions, according to the official, at the birth of a second child, the percentage of mortgages is halved, and at the birth of the third, it is completely removed. Astakhov noticed that this "existing positive experience can be used."
In January - March in Moscow, a new wave of protests of foreign currency mortgages began. They achieve the recount of loans issued to them at the Central Bank rate on October 1, 2014 - 39.39 rubles per dollar and 49.98 rubles per euro. Meanwhile, banks reject the requirement of borrowers, since the Central Bank only recommended credit institutions to make such a recalculation, but did not oblige to do it.
