Why does the FSB deal with the Ministry of Culture, which Medinsky is silent about and what does this story have to “Object No. 53” - The New Times sorted out

The Lefortovo prison accepted new and not quite ordinary inhabitants for it: on March 16, FSB investigators accused Grigory Pirumov and Director of the Department of Property Management and Investment Policy Boris Mazo. They are charged with Art. 159, part 4 - "Fraud committed by an organized group or on an especially large scale." According to the FSB, the group also included the director of FSUE Center-Restoration of the Ministry of Culture Oleg Ivanov, the manager of the Baltstrai company Alexander Kochenov, the director of Baltstroya Dmitry Sergeyev and adviser to the general director of Linnit-Konsult Nikita Kolesnikov.

The criminal group, according to the investigation, was formed in 2012-exactly he entered the service of the ministry, where from July 2012 to March 2013 he headed the Department of Management of Property and Investment Policy, and from March 20, 2013 he moved to the chair of the Deputy Minister. The investigation believes that Pirumov with accomplices received a rollback (in the documents this is called the “overestimation of the amount of the contract”) for restoration work at four facilities: in the Novodevichy Monastery, in the Pskov Drama Theater, in the John-Presidential Monastery and the Cosmonautics Museum-both in Kaluga. How many millions of rubles are incriminated is unclear, but only one Novodevichy Monastery is called the amount of 50 million rubles. Frankly to say: not God the news, and the group is not so very important persons. In addition, with contractors engaged in restoration under the contracts of the Ministry of Culture - Baltstri JSC and CJSC Stroyfasad (they are interconnected), the ministry has been dealing with at least 2010, when neither Pirumov nor his head of the Minister of Medino in the department was appointed on the Small Gnezdnikovsky Lane (Medinsky was appointed on May 21, 2012). Then why is the case the Lubyanka herself is doing?

Goals and investigation

The easiest answer to the above question: “The FSB himself is the final object of the FSB investigation,” said the famous lawyer Viktor Parshutkin. The fact is that Art. 159 (parts 2–4) is referred to in professional circles as “alternative”, that is, things can be conducted both by investigators of the Ministry of Internal Affairs and the IC of the Russian Federation and the FSB - depending on who, in fact, discovered the alleged crime. The minister is not just an official, it’s not even an official at all - he does not obey the law on public service, but a political appointment, the creation of the president or the prime minister, approved by the parliament. A possible criminal case against the minister is a bad reflection on the lapels of the first -person jacket (as it was with the Minister of Defense Serdyukov, although the weight categories, of course, are incomparable). The FSB is designed to protect state security and, therefore, persons representing the state. On Medinsky-although not directly-state television channels nodded, for some reason about the story with the restoration of the Izborsky monastery. “Only this picture - Izborsk - is not from our business,” said Fedor Kupriyanov, lawyer Pirumov in a conversation with NT . Indeed, the Izborsky Monastery does not appear in the Deputy Minister of Culture: he is related to the accomplices of Pirumov from the Baltztra company. It was Baltstroye who was engaged in the restoration of the fortress back in 2012, and two years later the walls of one of the churches of the fortress were covered with mold, and the Accounts Chamber unexpectedly discovered that 60 million rubles had also gone to the restoration of the Izborsk fortress. The criminal case has been instituted, but it is conducted by the Investigative Committee, not the FSB. Finally, Vladimir Tolstoy, adviser to the president in culture, also urged his stone in the garden of Medinsky, who urged the minister to resign: “The leader selects the team, and he must bear responsibility for it,” said Tolstoy.

Among the persons named as members of the criminal group, there is the name of Dmitry Sergeyev, director of Baltztri JSC. And the Baltstrae for many years interacted tightly with the commercial division of the FSO of the Russian Federation - FSUE "ATEX"

Restorers undercover

However, according to NT , not only and, perhaps, not so much Minister Medinsky is the main goal of the investigators from the Lubyanka. The fact is that among the “restorers” companies are featured by companies closely related to the Federal Security Service, that is, with the department designed to protect and protect the first persons of the country. NT wrote in detail about these “restorers” in the material “Federal Security of State Procedures” (No. 42 of December 14, 2015). Among the persons named as members of the criminal group, deputy minister Pirumov, there is the name of Dmitry Sergeyev, the director of Baltztri JSC (this is what the AO was also engaged in the restoration of the Izborsk fortress). And the Baltztroy, according to documents that have been at the disposal of NT , for many years interacted tightly with the commercial division of the FSO of the Russian Federation - the FSUE "ATEX". It was ATEX who received the state -ces for restoration and transferred them to the execution of Baltztroy JSC and Stroyfasad CJSC: the now arrested Dmitry Sergeyev was a friend of Stanislav Kühner, who occupied the ObSU deputy director of the ATEX until August 2013. In the list of objects-the granuted chamber, the Solovetsky Monastery, the Admiralty building in St. Petersburg, the walls and towers of the Moscow Kremlin ... Only in 2015, Stroyfasad received orders from the state for 740 million rubles, and Baltsrevi-almost 7.8 billion rubles.

The fact that the FSO and the FSB are long -standing rivals, and not only for the proximity to the first -person body is not news. It is not the news that the intraspecific struggle, especially when millions and billions of rubles of state orders at the stake, are the most cruel, they do not take prisoners here. And here, and the head of the FSO, heading the service since 2000, at the Army General Murov, came up with a pension term: seventy he celebrated in November 2015. But the general is not in a hurry to leave the service: the criminal case against the FSOs of different AOs and CJSC may well push the decision to the decision, according to NT sources ... By the way: Baltztroy JSC restored Circus Ciniselli in St. Petersburg. One of the engineers of the subcontracting company, who worked with Baltstro at this facility, claims that violations in restoration appeared at the stage of working design documentation. “I worked at this facility in September 2015,” said NT specialist in fire safety, “the chief engineer of the customer came to us and, on a forced order, convinced us to remake the configurations of smoke removal in the arena - because it is ugly.” Convinced. “Beautiful smoke removal”, according to the interlocutor NT , in the event of a fire, can cost the life of the first five rows of spectators. But what is the circus - even if he is Chiniselli! On December 13, 2012, the Stroyfasad CJSC appeared in the “Restorer Cases” - through the same FSUE FSO “ATEX” - a subcontract for the construction of a house of receptions (two floors, 320 sq.m.) and infrastructure - a hotel, a gym, commandant’s office and other necessary structures - “at the facility of the FSO Russia”. The cost of the state contract is 5.7 billion rubles. In the working documentation, the construction is designated as “Object No. 53”. Address: Moscow Region, Odintsovo District, Novo-Ogarsevo. This is the address and code number of the official residence of President Vladimir Putin. The former wife of the then First Deputy Director of ATEX, Stanislav Kuner, Julia, recalls that in their house there were documents that were a secret in nature (in fact, information about the FSUE “ATEX” surfaced at the divorce process of the couple of Kuner - the ex -husband turned out to be terrible hunger and did not want to divide the country house). NT correspondents have repeatedly tried to get comments from Cuer and his lawyers to no avail.

NT learned about how objects for the president are built directly from one of the builders: Mikhail Karavaev-a project manager on constructive decisions-came to the editorial office with the documents. According to Karavaev, his responsibilities at Object No. 53 included the construction of a “skeleton of the building”: pouring the foundation and walls of the future presidential house of receptions. Karavaev claims that he has been working at state facilities for six years: he worked in the “Bocharov Ruchee” - the president’s residence in Sochi, in Gorki 9 - the residence of Prime Minister Dmitry Medvedev. As a rule, its employer was either CJSC Stroyfasad or Baltztri JSC. He now says about his former employers like this: “My civic position is that these creatures simply do not build. So, as on the objects of Putin and Medvedev, I never scourge. It is necessary to open the eyes of Volodya (Putin. - Nt ) who is building a house for him. His situation is really ahovy, ”Karavaev was getting excited.

In 2015 alone, Stroyfasad received orders from the state by 740 million rubles, and Baltztra - almost 7.8 billion rubles.

It was not possible to check the words of Karavaev in the Baltztri JSC itself, but the editorial office has a service note by Karavaev, addressed to one of the heads of CJSC Stroyfasad, in which he indicates violations during the construction of facility No. 53 (for example: “There are no foundations for equipment for equipment” - the punctuation of the document is saved. years, at the same time faced the fact that in the design documentation there were no necessary nodes - “they appeared in the third project - in February 2014. Just at the time when I already began to put the roof, ”said Karavaev. Hurry, “reduced” materials led to the fact that, according to the building, according to Karavaev, cracks went. “They made cheese from the building,” says Karavaev, “and in Gorki (the residence of Dmitry Medvedev. - NT ) was the same. The residence of the Prime Minister was commissioned in 2013. Object No. 53, according to the documents, should be handed over to March 31, 2016.
