On the fact of the attack on the car of the Joint Mobile Group of the “Committee for the Prevention of Torture” on March 9, 2016, in which human rights activists and journalists were traveling, the investigating authorities of the Investigative Committee of the Republic of Ingushetia opened a criminal case on the grounds of a crime under part 3 of article 144 of the Criminal Code (obstruction of legal professional activity journalists, combined with violence against journalists with damage or destruction of their property). This was reported on the website of the Investigative Committee. The case was combined into one proceeding with the previously initiated criminal case under Part 2 of Article 213 of the Criminal Code (hooliganism) and Article 167 of the Criminal Code (deliberate destruction of property).
The ministry said in a statement: “Initial procedural and investigative actions have been carried out in the criminal case. Investigators and forensic investigators carefully examined the scene of the incident using forensic technology, all the victims were recognized as victims and interrogated in accordance with the procedure established by the criminal procedure legislation of the Russian Federation, medical forensic examinations were carried out with respect to the victims.
To investigate the criminal case, an investigative-operational group was created, consisting of investigators, criminal investigators of the investigative department and operational officers of the Ministry of Internal Affairs for the Republic of Ingushetia. The course of the investigation was taken under special control by the leadership of the investigative department. The criminal investigation is ongoing."
