But the logic of this purpose can be completely different.
The fact that the deputy from Fair Russia Tatyana Moskalkova is the most likely candidate for the post of Commissioner for Human Rights, RBC told two close to the leadership of the State Duma of the interlocutor. Moskalkova herself said that different candidates were being discussed.
According to the law, the proposals for candidates for the position of authorized are submitted by the President, the Council of the Federation, deputy associations or individual deputies. Ella Pamfilova suggested appointing the president to the post of authorized, so it is possible that now the Kremlin will take advantage of its powers in this area. The Duma must appoint a new Ombudsman no later than two months after the resignation of the old, that is, until May 28.

In the Soviet years, she worked as a consultant in the department for pardon at the Presidium of the Supreme Council of the RSFSR, but after she moved to the structure of the Ministry of Internal Affairs, where she rose to the title of Major General and held leadership positions in the legal administration. Moskalkov got into the Duma in 1999 with the support of Yabloko, and now consists in “fair Russia”, like many former Yabels.
From the public speeches of Moskalkova, it is known that she wanted to introduce an article “attempt on morality” at the Criminal Code after the Pussy Riot group in the Cathedral of Christ the Savior, she also offered to summon women to the army, supported the proposal of the property of terrorist relatives and, most interestingly, once spoke out for the expansion of the authorities of the weapons in terms of the use of weapons.

Ella Pamfilova also paid a lot of attention to the protection of the social rights of Russians, it is likely that the new Ombudsman will focus on this topic.
A source close to the leadership of the lower house of parliament explained to RBC that when choosing possible applicants, the party was looking for a person who is more immersed in social, not political problems. “In all surveys, the problems of education and health care excite people more than political,” the anonymous interlocutor noted. Moskalkova, on the other hand, is engaged in a lot of social problems in the Duma. For example, she proposed to ban hostels in residential premises, make tombstones for war veterans at the expense of the budget, and introduce social guarantees to the heroes of socialist labor. It is likely that it is precisely such rights, from the point of view of the state, they are most interested in Russians.
