In a letter from the head of Sevastopol Sergei Menyailo to Deputy Prime Minister Olga Golodets, which was obtained by Kommersant , the governor’s proposal was voiced, without announcing a competition, to allocate land in Sevastopol to Arkady Rotenberg’s company Stroygazmontazh (SGM) for the construction of an amusement park. Menyailo proposes to build an entertainment center in the Baydar Valley of the city, including “an amusement park, theme parks, media centers, hotels, restaurants, exhibitions,” and asks Golodets to work on this initiative.

The governor explains the choice of Rotenberg’s company as a developer by the fact that SGM has “positive experience in implementing socially significant projects in the Crimean Federal District and expresses its readiness to implement this project.”

In a comment to Kommersant, Menyailo explained that the initiative to build the center is related to attempts to “ensure accelerated rates of socio-economic development of the city.” According to the governor, the government of Sevastopol considered “all received proposals from companies, including international ones, to create a modern cultural and entertainment park on the territory of the city of Sevastopol.” As Kommersant notes, other companies are not mentioned in Menyailo’s letter to the Deputy Prime Minister.

The governor did not answer the publication’s question about why the land was allocated without a competition, noting that “the most large-scale and promising project “Russia” was proposed by the company Stroygazmontazh LLC.” At the same time, SGM explained to Kommersant that “at the moment the parameters and status of this project have not yet been determined, it is premature to talk about SGM’s participation in it.” “At the same time, the SGM company has all the necessary competencies in the construction field,” emphasized Stroygazmontazh.

According to Kommersant, Golodets forwarded Menyailo’s letter to Deputy Prime Minister Dmitry Kozak, who oversees Sevastopol and Crimea, the head of Rostourism Oleg Safonov, and the Department of Culture of the Russian government. The publication's source in the government said that so far no proposals have been received from departments in response.

“It’s just that the letter has absolutely no content; it’s clear that the topic has not been worked out. There is no explanation of how the project will be financed, the timing of its implementation and the mechanisms for working on it. At least they sent a presentation of the project,” said Kommersant’s interlocutor.

Earlier, in January 2015, Arkady Rotenberg’s Stroygazmontazh was selected without competition as the general contractor for the construction of the Kerch Bridge .
