Former Chelyabinsk Vice Governor Sandakov was again detained by the FSB on suspicion of bribery

Former Deputy Governor of the Chelyabinsk Region Nikolai Sandakov was again detained by employees of the regional department of the FSB. On March 31, the ex-official, released on a recognizance not to leave last week, was detained in Chelyabinsk near the Escada clothing boutique on Vorovsky Street, put in a car and took away, reports the URA.RU portal.

Later, the regional Investigative Committee notified that the detention of Sandakov is associated with the initiation of a criminal case against him on a bribe (part 6 of article 290 of the Criminal Code of the Russian Federation). According to the SK, in 2013-2014, Sandakov received a bribe in the form of illegal gratuitous provision of property services in the amount of at least 1.3 million rubles to protect his residential building and install video surveillance systems from the director of PITONO SOP LLC.

Sandakov illegally complained about helping in the conclusion of the state contract for the protection of the highest official of the Chelyabinsk region on the basis, beneficial for the mentioned private security company, the report said. The issue of choosing a preventive measure and charges is being resolved, the department added.

Earlier, Sandakov’s lawyer Sergei Lavrentiev in the commentary of TASS suggested that the current detention of his client’s UFSB may be connected with the case of the director of the PITONO PLOP Igor Kalugin. The highest official of the region in the period mentioned in the press release of the UK was Mikhail Yurevich .

Earlier, Sandakov was accused under the criminal articles “Fraud” and “Increclation to the unlawful access to computer information protected by law”. On March 24, he was released on bail of 10 million rubles, and the case against him was returned to the prosecutor's office.

In the first case, according to investigators, in 2011-2012, Sandakov, by deception, stole 1.5 million rubles from the City Manager of the Ozersky city district of the Chelyabinsk Region for the creation and maintenance of his positive image in the media, which later had to ensure the promotion of the service and contribute to the election of the head of the city of Magnitogorsk.

Also, the charge of receiving bribes worth more than 27 million rubles from Tarasov was brought by the Senator from the Chelyabinsk region Konstantin Tsybko . According to investigators, the money was intended for the appointment of Tarasov as the head of the administration of the Ozersky city district.

In 2013, Tarasov was sentenced to four years in colony on charges of embezzlement of the Ozersky treasury and in the fall of 2014 was released by parole. It was he who announced the giving bribes to Sandakov.

On March 26, 2015, Sandakov was detained by the FSB officers at the Chelyabinsk Airport, from where he was going to fly to Moscow. The vice-governor was taken to Yekaterinburg in the district administration of the SK. At the same time, searches were carried out in his office and in the house. The next day, the court of the Ural capital wrapped an official in custody.

As part of the investigation of this case, Sandakov was initially charged under Part 6 of Art. 290 ("receipt of a bribe" on an especially large amount) of the Criminal Code of the Russian Federation. “However, due to the fact that during the investigation, Sandakov was established at the time of the crime of signs of an official, his actions were re -qualified as part 4 of article 159 (“ fraud ”) of the Criminal Code of the Russian Federation,” the RF IC reported earlier.

In September, the head of the Chelyabinsk region Boris Dubrovsky fired Sandakov from his deputy’s post and ordered him to exclude him from the regional government.

Then it was announced to initiate the second case against Sandakov - under Art. 272 of the Criminal Code of the Russian Federation ("Unlawful access to computer information"). In this case, according to investigators, in 2013, with the help of a specialist in the field of computer technology, the previously convicted Alexander Abroskin, an unlawful access to more than 10 thousand electronic letters of the Chelyabinsk political scientist, as well as the head of one of the administration of the governor who is responsible for the interaction with the media disagreed with the activities of Sandakov.

Abroskin managed to hide abroad. He is put on the international wanted list, the case against him was allocated to separate production.

The case of "Python"

Kalugin was arrested until April 5. He is accused of embezzlement of funds from the regional budget. In early February, the regional UFSB conducted searches in Python in connection with large -scale checks of the implementation of this private security company.

At the end of October last year, an audio recording of a telephone conversation of another, the former deputy governor of the Chelyabinsk region - Ivan Senichev , was widespread in the media, on which he was frantically responding about this region, and also threatened to close the Python Chop, with which the state contract was previously imprisoned if two Range Rover SUVs were not transferred to the region.

This happened about a month after Senichev initiated the termination of the state contract with Python. On December 31, 2015, the Governor of the Chelyabinsk Region Boris Dubrovsky fired Senichev from the post of his deputy according to his "his own desire". At the same time, Senichev received a "golden parachute". Now he holds the post of director of the Chelyabinsk hockey club "Tractor".
