In fact, this is not at all an idle question, even if you are an anarchist in your soul: Max Weber, the founder of the theory of bureaucracy, at the beginning of the last century wrote that bureaucracy is needed in order to make the actions of the government predictable. Today we usually say the same thing, referring to the institutions-that is, written and unwritten rules and organizations that subordinate to them and are guided by them, which allow us to somehow streamline our completely chaotic reality.
In the Soviet Union, such an important institute was the Politburo of the Central Committee of the CPSU: the movement or change of persons within this areopagus allowed to at least somehow predict the actions of the Soviet rulers. Although, as one of the smart observers wrote, physiology became a factor in Soviet foreign and domestic policy, bearing in mind that the average age of members of the Politburo in Brezhnev times was 75+ and the work of their peristalsis directly influenced the quality of decisions and seriously increased the costs of both within the country and abroad. The counterparties of the Soviet Foreign Ministry determined the degree of influence of the “conservatives” and “progressors” in the Politburo, upon their movements on the tribune of the mausoleum during the holidays, and the CIA calculated the movement of divisions of the Soviet Army in the number of flour products consumed in a particular region of the USSR. The mistakes were, as they say, in the "Dano" and cost taxpayers to millions and billions of dollars on both sides of the ocean.
In post-Soviet Russia, the construction of institutions went hard, painfully, sometimes with blood (the execution of the Supreme Council in 1993), but the parliament, the executive branch (government), and the institute of the head of state appeared at the very least. Yeltsin’s departure, after two terms allotted by the Constitution, gave the hope that Russian statehood would be built within the framework adopted in the civilized world, that the Asian era was gradually gone into the past. But no. In the first eight years of Putin, to applause, including liberals, the institution of legislative power was destroyed - parliament, accountability of regional authorities - the election of governors, the federal principle of building a country, laid down in the Constitution, the constitution itself, as the Basic Law of Direct Action, gradually turned into a churchyard. The institutional front continued to stay on two pylons - the Institute of Presidium and the Institute of Executive power (government): September 24, 2011, having arranged his famous rock with Medvedev, Putin forged both, again making the normal process of transferring the supreme power in the country. Is there life outside of 2018 and what it is - this question is suspended in the same way as similar, when Stalin died, fell into Brezhnev’s insanity, died in the Central Design Bureau Andropov and could not stand on Chernenko’s cameras on his own. From the point of view of investment, business development or building a new, even family plans - there is no future, the horizon ends in 2018, any attempts to look after it are burdened with colossal costs that are not compatible with development.
What is there?
Any forecast for personalities and, as a result, possible decisions today are built on two variables: loyalty/proximity to the first person and the presence of the service in the CGB of the USSR. Hence, the conclusion of the Council of Security as one of the main centers of the country's management - the advisory body under the President, designed to serve as an advisory site in accordance with the consistent of various interests in the field of security and foreign policy, but who became, due to the institutional vacuum - a special superstructure operating outside the law, since there is simply no special law that defines and describes the functions of the Security Council (read on pages 28) “Problem) Our power is that it is arranged as a royal court. At the court there are favorites, among structures - including. In the last decade, the favorite was the Department of Internal Policy (Presidential Administration), this was the Security Council, ”says Gleb Pavlovsky, author of the book“ System of the Russian Federation ”. How the SB is arranged, who enters it, what are the legal framework of his activity and what it looks like in the former USSR - more on this in the main topic of the number.
