Statement Council by the Science under the Ministry of Education and Science of the Russian Federation on the List of Higher Attestation Commissions

The Science Council under the Ministry of Education and Science of Russia (hereinafter referred to as the Council) notes that the new List, formed on the application principle, still contains a large number of publications of a low scientific level that do not provide a serious professional examination of published materials.

In particular, the List includes journals that have repeatedly published articles containing large-scale incorrect borrowings. In such “problem” areas of science as economics, pedagogy and law, such journals make up more than 15% of the List of journals in the corresponding specialty.

The Council once again calls on the Ministry of Education and Science to gradually replace the List with a list of Russian Science Citation Index journals (hereinafter referred to as the RSCI list) on the Web of Science platform, the quality of which has been confirmed by examination carried out in Russia and abroad. The publications on this list should, as before, be equated with those publications that are included in the international databases and citation systems Web of Science, Scopus, MathSciNet and others listed in the current Regulations on the awarding of academic degrees, as well as journals from the ERIH PLUS list , important for the humanities.

The Council calls on the Ministry of Education and Science to develop a “road map” for the systematic replacement of the List with the RSCI list, which should indicate a specific time frame to ensure the continuity and painlessness of this process.

The Council calls on the Ministry of Education and Science to urgently, before the implementation of the “road map”, develop a normative document regulating the procedure for excluding from the List of journals that have repeatedly published unoriginal articles, containing large-scale incorrect borrowings, and also do not provide high-quality professional review of articles.

Order of the Ministry of Education and Science dated July 25, 2015 No. 793 establishes that the Ministry can exclude a publication from the List in the event of a systematic violation of the requirements listed in this order, but does not regulate who and how can initiate the corresponding review and which specific units of the Ministry of Education and Higher Attestation Commission for this responsible.
