Unicorns offer to reduce the threshold of criminal liability to 14 years in relation to a number of compositions. Among them are the compositions described in the current “terrorist” package (Articles 205-205.5 of the Criminal Code), participation in illegal armed formation, hijacking a train, a vessel or aircraft. It is also proposed to attract from the age of 14 for an encroachment on the life of a statesman, as well as for an attack on persons or institutions using international protection.
A number of new articles are also introduced into the code. This, in particular, is an article on the assistance of extremist activity. Two other new compositions are a failure to crime a terrorist nature and an act of international terrorism.
An article on the act of international terrorism is supposed to be imposed on terrorist attacks outside Russia. According to the authors of the bill, it should provide for from 15 to 20 years in a colony with a two -year restriction of freedom after a retirement or lifelong opinion. It is also supposed to be involved in this article from the age of 14.
For financing international terrorism, the authors propose to give from 10 to 15 years with a fine of up to 500 thousand rubles or in the amount of the convicted person for up to three years. In the case, if the attack abroad will entail the death of a person, on charges of financing it is proposed to give from 18 to 20 years with a two -year restriction of freedom after leaving the colony or a life sentence.
In addition, the authors of the bill want to recognize the commission of a crime in an armed conflict or hostilities to recognize an aggravating circumstance.
It is also proposed to increase the minimum punishment under Part 1 of Article 205 of the Criminal Code (terrorist attack). Now it provides from 8 to 15 years in the colony, while in the State Duma and the Complete they want to establish the lower limit of punishment equal to 10 years.
Along with this, unicorn want to expand the list of grounds for prohibition of traveling abroad. Among such grounds, in particular, it is proposed to include the citizen’s official warning about the inadmissibility of actions fraught with terror, war or genocide. The ban, according to the plan of the authors of the bill, should operate five years from the date of the warning.
They also want to prohibit citizens who have an inconsistent or outstanding criminal record under articles on terrorism and extremism or on accusations of an encroachment on the life of a statesman, forcibly seizure or retention of power armed rebellion.
Finally, unicorns want to expand the list of grounds for introducing the regime of a counter -terrorist operation. Now the introduction of this regime is explained by the need to prevent a terrorist attack. The authors of the bill propose to announce who for the prevention of crimes under articles on the seizure of a hostage, theft of a train, a ship or an airplane, an encroachment on the life of a statesman, forcibly seizure of power, armed rebellion, attacks on persons or institutions enjoying international protection.
