Duma deputy Irina Yarovaya and Federation Council member Viktor Ozerov submitted a package of bills to the Duma that would seriously toughen penalties for extremism and terrorism. In one of the draft laws , in particular, it is proposed to punish for inciting hatred and enmity (Article 282 of the Criminal Code), organizing or participating in the activities of an extremist organization (Article 282.2 of the Criminal Code) no less than imprisonment (at present, under these articles, a person can be also sentenced to a fine or various works). In addition, it is proposed to include in the Criminal Code the article "Assistance to extremist activity" under the number 282.4 and punish it with imprisonment of up to eight years. Assistance is understood as “inducing, recruiting or otherwise involving a person” into any extremist activity (at the same time, the part about inducing and recruiting remains in Article 282.2 of the Criminal Code).
Another draft law proposes to deprive a person with dual citizenship of Russian citizenship for extremist and terrorist crimes, including organizing and participating in the activities of a terrorist organization, incitement to hatred and enmity, and calls to violate the territorial integrity of the Russian Federation.
