A package of anti -terrorist bills was included in the State Duma signed by the chairman of the Duma Security Committee of Irina Yarova and the Chairman of the Federation Council of the Federation Council Viktor Ozerov. The proposed measures may seem unexpectedly gestured, although they talked about them for a long time.

The new anti -terrorism laws spoke at a joint meeting of the two chambers of the parliament, which took place on November 20 last year after a series of terrorist attacks, the responsibility for which the Islamic State took on (the organization is prohibited in the Russian Federation). Recall, on October 31, the Russian passenger aircraft A321 collapsed in Egypt, 224 people were killed. On the night of November 13-4, a series of terrorist attacks occurred in Paris, 130 people were killed. Since then, according to RBC, the bill has been prepared in the Council of People's Commissars.

As a result, a package of bills can be divided into several directions.

Firstly, a change in the age of criminal liability. If the amendments are adopted, then from the age of 14, criminal liability for training in order to carry out terrorist activities, participation in a terrorist community, participation in the activities of a terrorist organization will come from the age of 14. In addition, they will be punished for participating in illegal armed formation, hijacking aircraft, participating in the riots. Also, from the age of 14, an encroachment on the life of a state or public figure, an attack on persons or institutions that enjoy international protection, an act of international terrorism will be criminally punished.

Secondly, the list of grounds for the ban on the departure of Russian citizens outside the country is expanding. So, a person who has been announced an official warning about the inadmissibility of actions creating the conditions for committing crimes of a terrorist orientation, unleashing war and genocide will not be able to go beyond the country. This ban is valid for five years from the date of the warning.

Also, if the law has been adopted, citizens who will not be able to leave the inconsistent or outstanding criminal record for committing a “associated with the implementation of terrorist activities” at least one of the crimes under articles on an encroachment on the life of a state or public figure, forcibly seizure of power, forcibly withstanding power, armed rebellion and (or) crimes of an extremist orientation.

It is the point of extremism that is most of all issues, as you know, a lot of crimes are spelled out in the Russian legislation, which are formally marked by the term “extremism”. Thirdly, a new article is introduced in the Criminal Code-an act of international terrorism. The commission of it outside Russia will be punished by deprivation of liberty for a term of 15 to 20 years with restriction of freedom for up to two years or lifelong deprivation of liberty.

Financing of international terrorism will be punishable by imprisonment for a period of 10 to 15 years with a fine of up to 500 thousand rubles. If the attack abroad will entail the death of a person, the punishment will be imprisonment for a term of 18 to 20 years with restriction of freedom for up to two years or lifelong imprisonment.

Under the article “Terrorist Act”, the lower threshold of punishment will increase: now it will not be from eight, but from ten to 15 years in prison.

Fourth, the regime of the counter-terrorist operation is specified. Yarovaya and lakes propose to expand the number of cases in which who is introduced. Now who is announced to prevent the attack, it is proposed to introduce it also to prevent and disclose crimes under the articles “Cap on the hostage”, “The hijack of air or water transport or railway rolling stock”, “encroachment on the life of a state or public figure”, “violent seizure of power”, “armed rebellion” and “attack on persons or institutions that enjoy international protection”.
