Both departments - the FMS and FSKN - were created by decision of Vladimir Putin in 2004. The FMS appeared as a successor to the Passport and Visa Service of the Ministry of Internal Affairs, and the FSK was transformed from the state committee created by the year earlier to counteract the illegal trafficking of narcotic drugs. The former presidential envoy in the North-Western Federal District Viktor Cherkesov, who was awarded the special rank of police general, headed the fight against drugs. Andrei Chernenko was appointed to the post of head of the FMS.
The battles of uniforms
After a couple of years, the FSKN appeared in the raging wars of the security forces then: Cherkesov took the side of the heads of the Federal Security Service (FSO), Yevgeny Murov and the Security Service of the President Viktor Zolotov. They were opposed by the director of the FSB Nikolai Patrushev, the chairman of the Investigative Committee at the Prosecutor General Alexander Bastrykin and a group of the highest officials of the Ministry of Internal Affairs. In 2006, Circassian and his allies managed to achieve the resignation of the prosecutor general Vladimir Ustinov. The apparatus of Lubyanka, accused of organizing the smuggling channel, was missing a dozens of generals, and the director of the FSB Patrushev himself, according to rumors, was in the balance of dismissal. Control over the main command heights of customs, annually generating, according to experts of the National Anti -Corruption Committee, $ 5-6 billion in cash, still remained with the Lubyansk operators (see NT No. 36 of October 15, 2007). However, after the release of the article by Cherkesov in 2008 in 2008, in which he brought to the public departmental squabbles, the director of the FSKN lost his chair. People close to the leadership of the country agreed that the president considered the public’s publication harmful to the authorities.
Big money
Former deputy head of the Office of International and Public Relations of the FMS, ex-press secretary of the FMS Konstantin Poltoranin recalls that in the late 1990s, Konstantin Romodanovsky, who initially received a medical education, served in the Middle Safety Directorate of the FSB, which was then led by Viktor Ivanov. After the election of Vladimir Putin, the head of state in 2000, Ivanov, went to the post of deputy head of the presidential administration, where he oversaw the personnel policy and the appointment of judges. According to his patronage, Romodanovsky in 2001 became the head of the head of his own security (HUSB) of the Ministry of Internal Affairs.
“Viktor Petrovich Ivanov took on the Old Square the office of Mikhail Suslov, without even changing the situation,” says Poltoinin. - At this time, Romodanovsky began serious friction with the head of the Ministry of Internal Affairs Rashid Nurgaliev. In 2005, Ivanov advanced his protege to the post of head of the FMS. And in 2008, after the resignation of Cherkesov, he took the place of the director of the FSKN. ” In fact, it was an honorary pension for Ivanov's excessive influence.
Poltoranin believes that the reason for the abolition of the FMS was the discontent of Vladimir Putin by the work of the department and the corruption of his leadership. In his opinion, during the time when the FMS headed Romodanovsky, all the tasks of the service were replaced by the only goal - making money. The total income from the shadow schemes used by the employees of the state house, the interlocutor NT estimates about $ 10 billion annually. As part of the public-private partnership, the director of the service began to cooperate with entrepreneurs, including the St. Petersburg billionaire Dmitry Mikhalchenko (see p. 10) together they eliminated all competitors represented by small intermediary firms and created the FSUE Passport and Visa Service, whose offices appeared almost throughout Russia.
The reason for the abolition of the FMS was the dissatisfaction of Vladimir Putin by the work of the department and the corruption of his leadership, says Poles, a former spokesman for Romodanovsky .
“In recent years, the FMS has threw off almost all functions,” the president of the Migration XXI Century Foundation, the former FMS deputy director Vyacheslav Provinnin, expresses her opinion NT . - Programs for forced immigrants, for refugees, on the return of compatriots, on the adaptation and integration of migrants on which huge budgetary funds allocated, almost completely stalled. Work with labor migrants took over the regions. ”
According to Suppin, the migration sphere, which all over the world brings a huge income throughout the states by attracting cheap labor from abroad, has become very costly in Russia. Both the electronic database of Russians passports and the Central Bank for accounting for foreign citizens were either not created at all, or they work inefficiently. But tens of billions of rubles were allocated from the budget on them. At the same time, the department could not solve the problem of illegal migrants. “I can assume that today from 8 to 10 million visitors are illegally working in the country,” says Podavnin. “And over the past year, this figure has increased.”
NT sources say that the FMS has established a system of obtaining a bribe from large construction companies, retail chains and other commercial organizations that used the labor of illegal immigrants for non -conducting inspections in their regard. The leadership of the Service management of the FMS, the management of the Service, required a new period of up to € 200 thousand. A striking example of criminal activity of the FMS is the case of the head of the FMS department for the appeals of citizens and organizations of Vera Mitrofanova, who led the unit who engaged in the issuance of documents to highly qualified specialists. Under the guise of this category of paper migrants, many Chinese businessmen were designed. Hundreds of thousands of rubles were taken from each. The average daily turnover of the unit, in which only a few people worked, reached 10 million rubles.
Another reason for the disgrace, which the head of the FMS fell into, according to Konstantin Poltoranin, could become his suddenly flared friendship with the Yeltsin "family". After Russia in 2008 was headed by Dmitry Medvedev, Romodanovsky began to tightly conduct business with Valentin Yumashev and even flaunted the opportunity to call the president directly.
According to NT sources, the proposal to abolish the FMS and the FSK came from the leadership of the Council of People's Commissars, and it was prepared in advance, long and meetings of the SB on migration on March 31, on which this issue was raised openly. It was simply at the right time that the information was brought to Putin, and he, yielding to the hardware pressure, quickly made the corresponding decision. The last straw that overwhelmed the President’s patience could be the detention on the eve of the Council of People's Commissars on March 31 of the already mentioned head of the forum, Dmitry Mikhalchenko. According to NT interlocutors, a businessman, who once began the path to success together with the famous Petersburg authority Roman Tsepov, received from cooperation with the FMS an income of more than $ 1 billion a year. According to rumors, Mikhalchenko’s detention occurred in Moscow immediately after his visit to Romodanovsky. The testimony of a businessman, suggest NT sources, can give grounds for initiating a Romodan criminal case for corruption.
Hardware bombardment
However, the director of the “Effective Policy Foundation” Gleb Pavlovsky sees the main meaning of Putin’s reforms undertaken by Putin “in the process of their implementation”, and not at all to the effectiveness of the fight against drug dealers or the convenience of issuing passports to the population. “Putin’s similar things are not interested. Another thing is important to him: when arranging a hardware bombing, he makes the security forces be constant tension and feel the illusion of control from above, - comments on the situation in a conversation with NT Political scientist. “Carrying out such sudden reorganizations is one of the methods of presidential administration that thrilled the bureaucratic apparatus.” It is clear that in parallel, all participants in the permutations intrigue against each other and use the situation to strengthen their positions and weaken the opponents. It turns out that Putin in this way does not allow one or another clans of the security forces, to form hard clans and become a threat to his personal power, the expert summarizes.
The NT source in the Presidential Administration assures that the initiative of the current inflorescence of the Ministry of Internal Affairs with the FMS and the FSKN originally emanated from the Ministry of Finance: they say, the Cat was supplemented with money in the treasury, and the reform is designed to significantly reduce the costs of maintenance of departments. However, NT interlocutors in the Ministry of Internal Affairs consider this information “frivolous”. “Financing of the FSK and the FMS and it has not yet been compared with the costs of the functioning of the Ministry of Internal Affairs - this is the first,” the high -ranking officer of the central apparatus of the Ministry of Internal Affairs insists. - And the second - the clerks from the Ministry of Finance could never prove to the president the need to squeeze the security forces, especially immigrants from the FSB, for considerations of savings. This simply cannot be. "
Yes, and there is no need to wait for the effectiveness of the fight against crime as a result of the reform, the interlocutor of the magazine is convinced: “The internal affairs bodies are continuously reformed from the very moment when the Soviet Union fell apart. Only after renaming the police to the police, and now again it will be necessary to print new certificates, cabinets, telephone reference books, sew in wagons of forms of shape. Again, commanders will begin to move to new places. The coordinated groups will break up. "
The main reason is schools?
However, the Ministry of Finance one way or another will have to engage in the economic component of the merger of the Ministry of Internal Affairs with the FMS and FSKN. But the arrangement of generals in the new power configuration, according to NT , is in charge of a very specific person - Evgeny School. Together with Putin, he served in the KGB residency in Germany, then worked as an ordinary official in the Ivanovo region. But after Putin’s election, his case went uphill by the president: in 2000, Shkolov was appointed chief inspector in the Ivanovo region, two years later he had already worked in the presidential administration. In 2007, Ivanovets already became Deputy Minister of the Ministry of Internal Affairs and oversaw the economic bloc.
Now schools are held by the influential position of the presidential assistant on personnel issues and, in fact, holds under control all the permutations in power structures, ministries and departments.
However, Shkolov has their own skeletons in the closet. So, on September 18, 2013, at the village of Filisovo, Ivanovo Region, Oleg Bobylev’s son -in -law, Oleg Bobylev, in his jeep, went to the oncoming lane and rammed Sitroen, whose driver Evgeny Sharov died on the spot. According to local media, the criminal case was for a long time, and then completely closed in connection with the death of the son -in -law itself, whose body was found in the Schkolov family house in the Ivanovo region.
In the central apparatus of the Ministry of Internal Affairs, recently complained to reporters that bypassing Kolokoltsev, employees run to solve their questions to Skolov, who is called the main shadow security official of the Kremlin and the most closed from all the friends of Putin. Now in the Ministry the version is becoming increasingly popular that the days of the current head of the Kolokoltsev department are numbered and in the near future his portfolio will receive precisely schools. This appointment will allow you to build the work of the department, reinforced by the merger with the FMS and the FSKN, in contrast to the director of the National Guard Viktor Zolotov, who received a huge impact.
In the Ministry of Internal Affairs, the version becomes more and more popular: the days of the current head of the Kolokoltsev department are numbered and in the near future his portfolio will receive schools. This will be created by counterweight to Zolotov
However, the NT source in the FSKN is sure: regardless of whether they are imprisoned for a particular person or not, the decisions of the merger of law enforcement agencies are fraught with dangerous consequences. So, with a high probability, the change in the place of work of operas threatens the loss of the agent network developed by the years. Another NT source - in the central apparatus of the Ministry of Internal Affairs - claims that in 2008, Evgeny School “ruined by intrigues” the Department for Combating organized crime and terrorism of the Ministry of Internal Affairs and dismissed its leader Sergei Meshcheryakov. After that, many employees introduced in the organized crime group were left without cover and were forced to "either really go into crime, or with a risk to life to get out on their own." Now such problems, the interlocutor of the magazine is sure, threaten the system of combating drugs: “After all, only the regular number, and not the real frames of the FSKN, will go to the Ministry of Internal Affairs.”
But what to do: the president said - the security forces, as always, answered "eat." It is not customary to answer Putin differently.
