So, it happened: the president renamed the internal troops to the National Guard, led them out of the subordination of the Ministry of Internal Affairs - made them a separate power structure, poured different special forces and security structures there and put at the head of his personal bodyguard.

According to the bill on the National Guard, introduced to the State Duma on April 6, it is created "to ensure state and public security, protect the rights and freedoms of man and citizen." The rights and freedoms of a citizen in Russia, apparently, in a serious danger, if 400 thousand armed people were urgently needed to protect them, who will be allowed to detain a citizen without unnecessary paperwork and enter a house without a warrant.

The idea, by the way, is not new. For the first time, the phrase “National Guard” was thrown into public space in the spring of 2012 - exactly in the same scheme: special units with broad powers on the basis of the internal troops of the Ministry of Internal Affairs and Viktor Zolotov, to whom the president certainly trusts as a commander (see page 30). And then this phrase was also a synonym for one short word - “fear”. Then, in the winter of 2011–2012, the authorities (for reasons, still not quite understandable) were seriously afraid of protests of the city middle class. However, pretty soon, in the same spring, May 6, on Bolotnaya Square in Moscow, it turned out that an ordinary riot police was perfectly capable of dealing with these protests, and rumors about the appearance of the National Guard remained rumors. And the prepared documents, if there were really there, lay down under the cloth. Until more terrible times.

And then, after almost four years, the president rapidly creates this new power unit (more details on page 26). The situation now, of course, is completely different. Then amazement caused the appearance of another repressive initiative of the authorities, now we are surprised if suddenly another repressive initiative does not reach the implementation stage. Then there was no Crimea, no war in Ukraine, no economic crisis, no sanctions, nor open confrontation with Europe and the USA and the NATO country - Turkey. There was no shot down a Malaysian aircraft in the sky of Ukraine, there were no bombing of Syria and an exploded Russian aircraft in Egypt.

In this sense, we, of course, live in a different reality. But the main motivator of the actions of the authorities and Putin is the same - fear.

This picture of the world has been driven into the heads of Russians for so long that people of power in it themselves believed: the world is arranged as it is arranged in Russia, everything is sold and everything is bought, international relations are a game with a zero sum, as in a song of their youth: “Someone is losing, someone finds it,” the main task of Dadi Sam is to throw Putin into the Moscow River, and to put his place in his place. “Putinocentricity” is the key to understanding the picture of the world that was formed in the head of the Kremlin people: they hear it from the screens of Russian Goskanals (forgetting that last Friday they themselves were given installation to the editors, what topics to be raised and which are overtaken) and read in “red daddy” - reports of embassies and residencies, for which (equally for their chiefs in the center) The growth of threats, all the more directed against the owner, means at least the maintenance of financing, and a successful struggle with them is promoting the service ladder.

Since enemies are around - we must defend yourself, not forgetting that the best defense is an attack (“hit the first” in the language of St. Petersburg gatestock). So a strong fist of the national guard appears in the political space.

This ended in the failed coup and the collapse of the country. They say that untreated psychological injuries respond to problems even after decades.
