
The Memorial human rights center recognized the activists of the Bashkir National Movement and publicists Ayrat Dilmukhametov and Robert Zagrev, who received three years of strict regime under part 1 of Article 205.2 of the Criminal Code (public calls for terrorism). “Criminal prosecution and imprisonment were applied against them exclusively in connection with socio -political activities,” the Memorial’s decision explained. “Criminal cases were initiated despite the lack of corpus delicti and a partial falsification of evidence.”
Human rights activists also noted that "the right of Zagrev and Dilmukhametov was violated to a fair trial, and the duration of imprisonment clearly does not correspond to the actual circumstances of the case."
The persecution of activists was launched upon the publication in the autumn of 2012 in the Samizdat Internet newspapers of Zagrev, the religious and philosophical treatise Akhir Zaman ("Light-abstraction"), signed by Ayrat Dilmukhametov. The verdict Dilmukhametov was sentenced on March 12, 2015 by the judge of the Kirovsky district court of Ufa Rosa Bulatov . The activist was taken into custody in the courtroom. As an additional punishment, Bulatov forbade the activist for two years after the release of engaging in journalism.
On July 22, 2015, the collegium of the Supreme Court of Bashkiria (Judge-Pod folder-Zif Mukhametkuzhin) left this sentence unchanged.

Zagrev’s case was already considered according to the new norms that entered into force in 2015 - not by the district civil court, but by the Moscow District Military Court. The verdict of the publicist was sentenced on October 29 to the visiting board of this court as part of Sergei Korobchenko (chairman), Vasily Lavrentiev and Yuri Chepelev. Zagreev, like Dilmukhametov, was taken into custody in the courtroom.
The publicist refused to admit guilt. "The plot of this case is quite primitive - this is revenge for my speech on February 18, 2012, when during the inauguration of the mayor of Ufa I in the presence of the president (Bashkiria Rustem. - Ed.) Khamitova seized the rostrum of the city council and demanded the appointment of direct elections of the mayor," he said in the last word.
The lawyer, who defended Zagrev for its intended purpose, promised to file an appeal. As of April 11, however, there is no information on the consideration of an appeal on the website of the Supreme Court of Bashkiria.
On April 19, 2011, Dilmukhametov and Zagrev were already sentenced to real terms for publication on the Internet. Both found guilty under part 2 of article 205.2 (public calls for terrorism using the media), part 2 of Article 280 (public calls for extremism through the media) and part 1 of Article 282 of the Criminal Code (excitement of hatred or enmity). Dilmukhametov, who had previously had two conditional criminal records under the 282nd article, received six years of colony-settlement, Zagrev was given three and a half years.
On October 7, 2011, the Supreme Court of Bashkiria re-qualified parts of 2 articles 205.2 and 280 in the affairs of Dilmukhametov and Zagrev to part 1, excluding the qualifying sign of the use of the media, and reduced the terms of up to three years and six months, respectively. On October 18, Zagrev was released.
Dilmukhametov delivered to the KP-31 in the Khakass city of Chernogorsk, after entering into force in December 2011, mitigating amendments to the Criminal Code, filed a petition to the Supreme Court of Khakassia to exclude Article 280 from the prosecution of the statute of limitations. This petition was satisfied, reducing the activist a term of to two years. On August 31, 2012, Dilmukhametov freed himself, completely serving his two years.
