The acting head of Chechnya Ramzan Kadyrov repeatedly asked the President of the Russian Federation Vladimir Putin to understand the situation with the proposals of the Chechen authorities for several important projects, which the federal government does not want to quickly support. We are talking about transferring the Chechenneftekhimprom to the region, the resettlement of 25 thousand people from landslide zones and the restoration of Grozny Airport, the Kommersant newspaper reports.
According to the sources of the publication, at the end of March the head of the republic already turned to the president, and he instructed to figure out this deputy prime minister Arkady Dvorkovich. In turn, Dvorkovich at the beginning of April instructed ministries and departments until the middle of the month to submit proposals for financial and property issues related to proposals.
The President’s letter, which was at the disposal of Kommersant, says that the government, despite Putin’s order , which he gave last December, did not make a decision to transfer to the republic a 100% shares of Chechenneftekhimprom.
The Chechenneftekhimprom is controlled by two oil refineries, several oil and gas repair plants, oil production equipment, as well as oil storage facilities and infrastructure. The authorities of the republic have repeatedly raised the issue of transferring assets to their balance.
The Ministry of Energy noted that the issue of transferring the asset to Chechnya was agreed, the documents went to the Ministry of Economy in December. The Ministry of Economy explained that the decision rests on the property of the property with Rosneft, which has 51% in Grozneftegaz and the Chechenneftekhimprom renting property complex. Rosneft is not commented on the situation.
Kadyrov also asked to figure out the second stage of the restoration of Grozny airport. Back in early 2014, Chechnya introduced the Ministry of Transport and the Ministry of Economy for the allocation for allocation in 2015 to financing from the state budget. However, the decision has not yet been made. The Ministry of Finance did not answer the “Kommersant” questions, the Ministry of Economy reported that, as part of the FCP of the socio-economic development of Chechnya, for 2008-2012, the airport facilities were reconstructed, but the government commission did not support the allocation of additional funds. A source close to the Ministry of Transport said that about 7 billion rubles for the airport will be sent to specialized ministries for 2017-2019.
The third problem, the resolution of which is required by the head of Chechnya, is the relocation of more than 25 thousand people from landslide zones. In 2015, 2 billion rubles were allocated from the state budget, but so far only 3869 people managed to resettle. Kadyrov assures that landslide processes have become activated and this may lead to victims if you do not take emergency measures.
