A bill on the timing of judicial red tape has been recommended for adoption

The State Duma Committee on Legislation recommended the adoption in the first reading of a bill that defines the boundaries of "reasonable time" for receiving compensation for red tape at the stage of pre-trial proceedings.

In January 2016, the government submitted a package of amendments to the State Duma establishing the right to compensation for violation of the right to legal proceedings within a reasonable time, provided that the criminal case was not initiated or was terminated. The documents were prepared by the Ministry of Justice in order to implement the decision of the Constitutional Court No. 28-P of November 11, 2014.

According to the amendments, the period cannot be called "reasonable" if the period of pre-trial proceedings from the date of filing the application to the day the decision to refuse was made lasted more than 6 months, and until the day the decision was made to terminate the criminal case - more than 1 year and 11 months.
