They want to include “open Russia” in the Council in the list of unwanted organizations

The organization of Mikhail Khodorkovsky "Open Russia" may include in the patriotic stop list of organizations whose activities are undesirable in Russia. According to RIA Novosti, this was stated by the first deputy chairman of the Federation Council Committee on Defense and Security, Yevgeny Serebrennikov.

"A possible contender for the recognition of an organization with unwanted activities may be" open Russia "by Mikhail Khodorkovsky. It can be included in the patriotic stoplist, there are still many candidates," the senator said.

Also, according to the head of the Federation Council Committee on International Affairs of Konstantin Kosachev, the Ministry of Justice, the Prosecutor General and the Ministry of Foreign Affairs collect and analyze information for the possible recognition of four more NPOs from the Stop List. This is the International Republican Institute, the World Congress of Ukrainians, the Ukrainian World Coordination Council and the Crimean field mission to human rights. For five organizations from the list, profile departments have not yet found threats to the basics of the constitutional system of Russia, the senator emphasized.

In November 2015, with a proposal to include “open Russia” in the list of unwanted organizations, the Council of People's Commissars of the Bryansk Region Mikhail Marchenko. The reason for the denunciation was published on the website of Open Russia the article of the founder of Khodorkovsky "cannot be in the general system without sharing common values." The dissatisfaction of the ex-Senator caused the author’s words: “On which side is the Russian government in fact, claiming that in Syria it is struggling with the“ Islamic state ”? The answer is not obvious at all.”

The deputy chairman of the Council of International Affairs Andrei Klimov then said that such appeals are received regularly and are considered by the committee. However, in the case of Open Russia, he said, "needs to be legally sorted out." The network movement does not have registration, in addition, the law on unwanted organizations applies only to foreign NPOs.

On May 23, President Vladimir Putin signed the law on "undesirable" foreign organizations . NPOs, recognized as "undesirable", cannot transfer money to Russia, implement programs, and also open their representative offices here. It is also prohibited to disseminate information materials from such organizations.

For participation in the activities of the "undesirable" NGOs, citizens are threatened with fines, and for the leadership of such organizations, as well as when re -involved for participation in their work, up to 6 years of the colony under article 284.1 of the Criminal Code. Foreigners participating in the activities of "undesirable" NPOs are prohibited to Russia.

On July 7, the Council of People's Commissarspublished the so-called "patriotic stoplist." In the first place is the Open Society Institute (Soros Foundation), in second place is the National Fund of Democracy, in the third - the International Republican Institute. In addition, the National Democratic Institute for International Issues, the Makanturov Foundation, Freedom House, Charles Stuart Mott, the Education Fund for Democracy, the Eastern European Democratic Center, the Ukrainian World Coordinating Council, the Crimean Field Mission of Human Rights, were included in the stop list.

SF demanded from the Prosecutor General, Foreign Ministry and the Ministry of Justice to check these NPOs for compliance with Russian legislation. On July 28, the Prosecutor General’s Office sent a conclusion to the Ministry of Justice , according to which the American NGO “National Fund in Support for Democracy” was the first to be included in the list of “undesirable”.
