Moscow parents are unhappy with the nutrition of children in kindergartens. The authorities answer that everything is fine with this

Parents of Moscow preschool children continue to criticize the power system that has developed in kindergartens and schools in Moscow since September 2015. Then the diet of children was significantly reduced: for example, instead of 50 grams of bread, the kindergarten began to receive 20, instead of 200 grams of porridge - 150, and portions of pasta and stewed cabbage also decreased. But carrot cutlets, squash caviar and potatoes with salted cucumbers, who, according to their parents, “just hate” returned to the menu.

The diet unilaterally changed the official supplier of food to Moscow gardens and schools - the company "Concord". Earlier, Radio Liberty talked about the fact that Concord was headed by a friend and former personal cook of President Vladimir Putin Evgeny Prigozhin , and his holding finances the "troll factory" in Olgino near St. Petersburg.

The media write that in 2011 an experiment on supplying food for schoolchildren from the factories of the Concord company was held in St. Petersburg. But St. Petersburg parents "rebelled" against on -board dinners: their price rose, and the taste and quality of food turned out to be dubious. As a result, after the threats of parents to reach the rally, all school principals terminated contracts with Concord. In December 2012, Evgeny Prigozhin began to master the Moscow market and won the right to organize food for 2013-2015 in schools and colleges of the southeastern and northern districts of Moscow.

Experts of the Yabloko Party anti -corruption center conducted a study and found out: a quarter of food purchases for kindergartens and schools in Moscow has a quarter of Moscow's Podzhin Power Power Power Plant. Now Moscow parents complain not only on reducing the diet and deterioration of food quality, but also on changing the power system: parents are worried that the kids have removed a full -fledged afternoon snack and introduced the so -called "late dinner", which begins at 18.30. According to his parents, only about 10 percent of all children fall on him - the rest by this time are already taking home.

All problems associated with the nutrition of children in kindergartens are actively discussed in parental forums, however, it turned out to be problematic to interview any of the dissatisfied: parents refer to threats and pressure. One of the activists agreed to an interview, provided that anonymity is anonymous:

- Compared to last year, the situation exacerbated even more. In addition to the deterioration of the quality of nutrition, our compacted afternoon snack was removed. Previously, children were fed four times a day: it was breakfast, the second breakfast, lunch and a compacted afternoon snack. He included, in addition to the rolls with kefir, also a dish of dinner-some kind of cutlet with a side dish or casserole. Then the child ate and could calmly go to additional classes or walk. Now these compacted afternoon snacks have removed, instead of them they introduced a light afternoon snack-some kind of bun with kefir or yogurt-and added dinners. Roughly speaking, the old sealing afternoon snack was divided in half. This caused a very great dissatisfaction of parents.

- What are the parents dissatisfied with?

We have clear statistics, confirmed documented, including in the state contract, that the need for dinner is very small. Someone decided that this need should increase. Who - they don’t tell us, everyone is sticking to the directors, although they did not make such decisions. The decision to enter dinners was made in the middle of the school year, their parents were not informed, everything happened suddenly. I could not immediately organize dinners, so for one or two weeks in some gardens, children did not receive a compacted afternoon snack or dinner.

This is already financial violation, and violation of sanitary rules, and contracts with an educational institution. In our agreements with a kindergarten (I personally and other parents), a four -me -free meal is spelled out, dinner - this is already, it turns out, a five -personal diet. We, according to the Civil Code, one party without notification by another cannot make changes to the contract alone, nevertheless, this was done. Parents who were outraged, were handed out in January, they distributed an additional agreement to the service agreement in kindergarten, where five -time meals were already indicated. That is, the school single -handedly changed the conditions, although this is unacceptable by law.

- What did you do after that?

- We began to understand this situation - why do we need so many dinners that no one needs. The first thing we found out: this is connected with the desire to earn more and save more. We have the entire cost of the diet annually is calculated on the basis of the prices of the previous year. That is, for example, the cost of the diet of 2013-2015 is taken, an amendment for inflation is made - this is usually 8 percent, and the cost of new diets is obtained. Separately, the price of breakfast, the price of dinner, afternoon snack and so on is considered. We looked, prices have changed evenly, except after noon.

The composition has changed. If earlier a compacted afternoon snack cost 45 rubles, and we received a cutlet with a side dish for 45 rubles, a drink and a bun, now we get a glass of milk and 20 grams of cookies for 45 rubles. Moreover, this is called the same afternoon day. That is, there is saving here. Moreover, afternoon snacks eat almost everything, and dinners are very few. But we were very surprised not. An afternoon snack from a glass of milk with cookies costs 45–47 rubles, and dinner from cutlets with a side dish costs 40 rubles. In theory, dinner should be more expensive, it includes more expensive components, but it turns out that it is cheaper. Here is the desire to save and make a supplier’s profit.

- Did you try to discuss this not only in parental circles, but with the administration of kindergartens, with the Department of Education?

- We began to ask questions - threats rained down, began to say that everything was calculated correctly. Parents placed a petition on Change.org, and there immediately in a couple of weeks they scored about 40 thousand signatures. The author of this petition, Maria Zadachchikov, was invited to discuss the problems with food in the Moscow City Duma, there was a round table. They arranged just a laughing stock there, actually humiliated their parents, did not listen to their report, did not listen to the words. Parents tried to convey their opinion that we would like to choose a diet ourselves, but in fact we were ridiculed and humiliated.

- And your child eats in kindergarten now, does he like everything?

- No! The food actually worsened! The menu has become even more emasculated. And before that, the norms have decreased, and now most of the soups on the water, children from almost 25 days receive a jelly as a drink, a huge amount of all sorts of pasta, potatoes, yeast baking, that is, everything that is calorie and not useful. My child eats very poorly, practically does not eat in the garden. And he says: "It was tasteless! And it is tasteless!" There was a flash mob in social networks: parents laid out dishes that were frantically introduced into the afternoon snack.

The complaints began: how so, there was a compacted afternoon snack, the children all ate, went to classes, and then - a roll with kefir, the children are hungry. But they do not want to introduce compacted afternoon snacks again, so they began to get out. They said: "We compacted the afternoon snacks." Flour dishes were added there-either pancakes or yeast pancakes, and first added 50 grams, that is, a 30-gram roll and 50 grams of pancakes and kefir, dough with dough. Or introduced a masterpiece dish, called the noodles. In fact, this is a boiled vermicelli, which is mixed with an egg and baked - this is such a gray, sticky mass that children do not eat. They tried to introduce additional dishes by calling it with compacted afternoon snacks, but this is all not true, the children are still unhappy with food.

-How do parents relate to who are not satisfied with the nutrition of children and who are trying to somehow change the situation?

- They ridicule, arrange grass, arrange such indicative flogging, as happened with the author of the petition in the Moscow City Duma, Maria Udadchikova. In addition to the fact that the deputies were very ugly at this round table, she was invited to a meeting of the managing council, they also arranged a demonstrative flogging: they called such parents and sang her, and she simply plugged her mouth. Everyone said: "Here, Masha, you complain, and because of you we have problems, constant checks, this does not bring to good!" Parents are pressure, set other parents. Now such a trend has been going on, even in the press , when parents who are asking for a choice are mentioned ... We ask you to just approach the issue rationally, and where the children stay up to 6 hours in the garden, there to make compacted afternoon snacks, and where the children remain up to 7 hours, make dinner, it would be fine. But they do not give the possibility of choosing.

-The leadership of the kindergarten or the Moscow Education Department reacted somehow to your complaints?

- They reacted. I spoke with the director of the garden, repeatedly wrote letters to her, other parents also complained. But she said that everything is in the framework of the law, and she suits her, she will not, as they say, "move against the system." For all parental comments, she said: "This is my right, and I made such a decision." Moreover, the decision is absolutely unreasonable, because the leader should in any case rely on the actual attendance by children of the institutions, but she does not look at it. It is clear that there is a decree from above.

As for the Department of Education is also a very interesting picture. For some reason, on issues of catering, everyone is sent to Mrs. Myasnikova. This is strange, because this expert consultative council is a public organization, these are not official employees of the Department of Education. Of course, they are related to the development of documentation for state contracts, but they are not officials, are not employees of the Department of Education, are not responsible for what they say and do. They are social activists! And this is very convenient - it seems like an official, there is someone to contact, but in fact, if we make a complaint, they will say: and we are a public organization, we know nothing.

The problem remained with allergies, food is never provided for them. This is despite the fact that for the fifth year we are talking about the need to introduce nutrition for allergies and the development of a separate menu. We sent a request to the deputies, to the Accounts Chamber, asked to check the financial side of the issue, because the issue with the price of the afternoon snack is the most lively, there are obvious violations. I don’t know, the answer has not yet come. The commission came from the prosecutor’s office, the very first, now a request has been made in more detail - it is also unclear so far.

The chairman of the expert consultant council of the parental public Lyudmila Myasnikova considers changes in the diet of preschool children justified, and claims to the quality of food are unreasonable:

- There is nothing wrong with the fact that the children were transferred to afternoon snacks and dinners. This is a normal five -rat nutrition. We also know that there is breakfast, a second breakfast, lunch, afternoon snack and dinner. Dinner is not designed for those children who are taken earlier, but for those children who are taken away later, because these children do not have a choice, they come for them a mother or dad after work, and they have nowhere to go from a kindergarten. Naturally, they have dinner there, and their parents take away.

- I tell you once again: here you are taking the child at 4-5 hours, you have the opportunity to take it. Parents believe that the child was not fed at 5, but they can feed him, and the child who remains up to 7, what to do to him, who has a mother? This is not a unilateral order. A five -time diet is a completely normal nutrition for an ordinary child, an ordinary person. There is nothing like that in a five -time diet, if you read the press, doctors, to listen to what the experts say. We consider ourselves specialists in all areas, but before expressing our point of view, we must still read and listen to what those people who either studied or studied this problem, those who clearly understand more, are talking about this.

In the situation with food in Moscow kindergartens, the lawyers of the Yabloko party tried to understand, which the parents of Moscow preschool children turned to. In February, a detailed report dedicated to suppliers in the Moscow social catering market was published on the party’s website. Естественно, это не согласовано, решение принималось на уровне департамента. Причем при департаменте есть Совет родительской общественности, который формируется руководством департамента, он не избирается, туда назначаются люди, которые целиком и полностью поддерживают всегда в едином порыве решения руководства департамента. То есть это первая возможность – через суд оспорить решения конкретных школ об изменении режима питания.

Вторая возможность, скорее всего, уже родителями упущена: также со стороны родителей можно было подать иск об оспаривании действий этих учреждений. То есть юридически немного другая процедура, с точки зрения нового Административного кодекса. Но эта возможность уже упущена, там срок исковой давности – три месяца. Но оспорить на основании нарушения договоров еще можно. Плюс здесь очень серьезная коррупционная составляющая. Дело в том, что торги проводились таким образом, что у нас возникло к ним очень много вопросов, было много косвенных доказательств картельного сговора. С этим мы обратились в ФАС. Поэтому, возможно, если мы добьемся результата на этом направлении, то и вся система изменится.

–​ Вы имеете в виду сговор с участием "Конкорда"?

Все эти компании участвуют в одной такой организации, и их связи фактически очевидны

В закупках, которые проводились осенью, победителями было признано пять компаний, из них у нас есть сведения о связи трех компаний, двух и отдельно "Конкорда", и все они входят в одну ассоциацию, саморегулируемую организацию поставщиков питания, которую возглавляет заместитель гендиректора "Конкорда" Дмитрий Тихонов. То есть общение между всеми этими компаниями происходит. У нас есть доказательства связи отдельных лиц из руководства, договоры подписывались одними и теми же лицами, хотя компании выходили друг с другом на торги, таким образом, они манипулировали ценой на торгах. В детских садах питание еще в основном производится на пищеблоках, но опять же теми же компаниями или их субподрядчиками, которые лоббируют, чтобы и в детские сады поставлялось это "бортовое питание". Все эти компании участвуют в одной такой организации, и их связи фактически очевидны, – говорит Алексей Карнаухов.
