
A member of the Federation Council from Khakassia Valentina Petrenko introduced a bill to the State Duma governing the choice of names for newborns. The document is published on the website of the lower house.
Part 1 of part 1 of Article 19 of the Family Code proposes to include the following norm: "The name of a citizen is understood as a means of individualization of a citizen who cannot consist of digital, letter designations, numerals, symbols or any combination, abbreviations, non -normative vocabulary, contain instructions for ranks, positions."
Corresponding amendments are also made to the law "On Acts of Civil Status".
In an explanatory note to the document, Petrenko states that his purpose is to “not limit the right of parents to choose a name for a child, but to find a method of legal support for the balance between their right and the right of their child in the name that would not violate his own interests.”

At the same time, there is no ban on registering geographical names in the bill as names.
“In the Perm Territory,” added Petrenko, “parents called their newborn child Lucer (so. - Ed.).” According to her, “it was this resonant case that made the society think tightly about the validity of the priority of the right of parents to choose a completely any name to his child before his own right in the name, about the right of guardianship and trustees to take children from“ non -normal ”parents and the right of the registry office to register“ abnormal “names”.
“It seems that the choice of the name of the name of the child is a fairly important issue, and it should have a legislative resolution,” Petrenko said.
