
A month later, schoolchildren will go on vacation, but this year most of them are about those who had previously visited summer city camps, children from not the most wealthy families who have no benefits - will be left to themselves. The Moscow authorities have been systematically reducing the school camps systematically. The New Gazeta wrote about this problem last year, when a certain number of such camps were still preserved, now parents are offered to use the offers of paid private camps. Exceptions left only beneficiaries and children with disabilities. On the website of the Change.org petitions, an appeal appeared to the authorities with a request to return free school camps, during which time it was signed by almost three thousand people. With their problem, parents turned to the State Duma and the Public Chamber.
Previously, schools were obligated to engage in city camps, they told Novaya Gazeta in educational institution No. 1214 at Mosfilmovskaya. Such camps worked 21 days in June, were managed. Over time, the councils were liquidated, and schools began to obey the Department of Education of Moscow directly. Last year, the situation began to change dramatically - immediately after the organization of summer holidays was transferred from the Department of Education to the Department of Culture. For the school camps, there were no line in the “cultural” budget - and parents were confronted with the fact: if the camp is at their own expense.
“Free children's camps used to be at each educational institution,” says Inna Zhogoleva, the head of the community of many children's mothers “Childhood has no borders”. “Parents did not have to bring children to the other end of Moscow, and familiar teachers were engaged in them.”
“Lunches, breakfasts and afternoon snacks were free,” says Tamara Azimova, teacher-organizer of school No. 1214. -Parents took off only some additional excursions. They were engaged in the organization of sleeping places at school - they brought the caskets. ”
“The goal was to correctly diversify leisure,” adds deputy director Elena Bogatyrskaya. “Once a week they certainly went somewhere, almost every day a pool or a cinema.”
In 2015, the reorganization of the children's city recreation system began. The Moscow authorities decided to abandon the organization of summer camps based on schools. Mayor Sergei Sobyanin changed the decree “On the organization of recreation and recovery of children in the city of Moscow ...”, as a result of which the department of education took the powers of the administrator of budgetary funds. And they transferred them to the Department of Culture.
Not so long ago, commenting on the publications in the media, the Department of Culture said that they consider the organization of summer camps on the basis of schools ineffective, and cease to engage in it centrally. Parents were offered to independently organize camps in contact with the school directorate.
Why city camps are “ineffective”, explained different officials, each found their own reason. Deputy Head of the Department of Culture Vladimir Filippov referred to a reduction in demand for such services.
“In 2013, 17,232 children visited school camps, and in 2014 there was a decline, and only 10,073 children visited schools during the holidays,” he said, adding that funds saved on city camps were aimed at buying an additional 10,790 vouchers to the Crimean camps and the Moscow region.
That is, the money that previously went on vacation in general all the children was cut and gave only to beneficiaries. According to the Moscow Komsomolets, about three hundred million rubles were allocated from the city budget for the school camps.
Those Muscovites who do not fall under the preferential category, Filippov proposed organizing the summer vacation of children within the city on their own.
“If there is a need for children not related to preferential categories to spend the summer holidays in their own schools, then parental councils, together with directors, can make such a decision and organize the camp,” he said.
If earlier in city camps were recorded right at school, since 2014 there was an entry on the public services portal. And in 2015 it was not on the site.
“On the Internet I found that the Department of Education no longer brings responsibility for the camps,” says Elena Greenfinstein, the mother of two children and the author of the petition to the authorities. “This was done quietly at the last moment, although there were a camp from year to year, parents counted on them.”
The head of the Department of Culture, Alexander Kibovsky school camps, calls “reservations”, and among the advantages from their liquidation are indicated by the preservation of the psychological health of adolescents.
According to the minister, while some schoolchildren are going on where (to the cottage, to the camp, abroad), others remain "under the supervision of a physical man." Imagine, Kibovsky says that you have a vacation, but you continue to go to work, sit down at the table, but do not turn on the computer. And so - all summer.
“Further is even worse. The academic year begins, the guys come in September, and begin to exchange (stories - ed.) - this is the social environment. And the boy sat in his own school. And then the complexes begin that his parents are not engaged in them enough, that they are not like everyone else. Family problems begin. Therefore, this practice has gone, ”said the head of the department.
Something similar in the wording “New Gazeta” received as a response of the Department of Culture to a request. Officials refer to the conclusion of a professor at the Department of Pedagogy and Psychology of the Moscow State Regional University Nadezhda Rachkovskaya.
“If the child remains in the same walls of the school, with the same teachers and the same attitude to him as during the school year, such a vacation cannot be called full -fledged. For a good rest, the child needs a change in the situation, environment, and change of activity. If parents do not have the opportunity to organize a country vacation for the child, then it is worth considering the proposals of the centers that are located near the forest -park zone or reservoirs within the city, ”the expert concluded.
By the way, there is no harm to any harm to psychological health in the conclusion of the expert.
“Of course, there is common sense, the best rest is switching. If you have not gone anywhere, you continue to go to the same school, then you seem to have a good and rest, ”Children's psychologist Alexander Pokryshkin agreed in a conversation with the New Gazeta. - But in Bulgaria, the camp can be a reservation. And if there is no camp at all, if the child just hangs on the street, this is the worst of all. ”
At school No. 1214 they were very surprised when they heard Kibovsky’s statement.
“I don’t think that in the school camps in which I worked, children could get a psycho -trauma. They had everything: fresh air, games, fun, a full -fledged good program for this period, ”says Elena Bogatyrskaya.
A source of Novaya Gazeta in the Moscow Department of Culture did not refer to numbers or delve into a discussion of psychological aspects. “You understand, the budget is not rubber,” he said.
“Why was it to abolish the system that was funded from the budget? - does not understand Zhogolev. - transfer these functions to the Department of Culture, and then say: for the sake of God, organize as you want, but we have no money for this. And the money is laid down on this in the budget? Laid. Where will they go? Then let them list them to schools who take up the organization of the camps. Why should we pay for what was laid in the budget for free? ”
According to Elena Grinfinstein, she received “duty subscriptions” for all her requests to the departments.
“This is not the responsibility of the Department of Education. Now ask the Department of Culture. And there they say: no one is obliged to do it. Just some excuses and that's it, ”says Elena.
The New Gazeta received an unsubscription from the Department of Education. Instead of answers to questions, how many children are in Moscow, how many funds were allocated to the organization of a summer vacation annually, links to laws came. “The organization of recreation and healing of children does not belong to the main type of activity of an educational organization,” therefore they “can consider the possibility of opening additional educational programs in the summer, including at the expense of parents.” And further: in accordance with the resolution of such an “authorized executive body of the city of Moscow to organize recreation and recovery of children, the Department of Culture of the city of Moscow is determined.”
They reject the city camps in the Department of Social Protection and in Mosgortura (this organization is subordinate to the Department of Culture and is engaged in commercial rest and rest for children-boom).
“We have never had school camps. The Department of Labor and Social Protection organizes a visiting camp for recovery. We work only with two categories: orphans from orphanages, and children from dysfunctional families who are temporarily located in socio-rehabilitation centers. We will organize the summer holidays on the basis of the Center for Family Assistance and Children, as well as the territorial centers of social services, ”the Department of Labor and Social Protection said.
“We have never been engaged in city camps,” Mosgortura in turn said. - We are engaged in the organization of suburban children's recreation. The only thing we do this year at city centers of leisure and rest of children is to perform an information function. We have a map on our site where parents can city events for children. ”
In the Department of Culture, in a conversation with the New Gazeta, they shrug - they passed the children's vacation without camps.

In 2015, when it became known that there would be no city camps, and the first outrage from the parents went, the so -called MTK, or “workshops of creative vacation”, invented social tension. According to Yana Fomina from Mosgortura, MTK appeared on the initiative of Mosgortura and the Department of Culture.
“It was a temporary measure,” she said.
The “New Gazeta” talked with the organizers of one of them. Tatyana Samorokova, Deputy Director of Izmailovo MTK, said that the work of these camps was organized “very quickly”: the competition was held in July, 240 people who were in the city two weeks before the opening of the camp. These camps "were completely free for all categories, but the priorities were beneficiaries." Children were engaged from 9 a.m. to 18 pm.
In 2015, MTK became a replacement for school camps.
But in 2016 they also abandoned them.
In the response to a request from Samorokova and her colleagues, the head of the Department for the Development of Cultural Centers of the Department of Culture, Alexander Bodrov, said that the project was closed, however, the Mosgortur, which was subordinate to the Mosgortur culture department, was ready to “provide assistance in promoting“ workshops of creative holidays ”at the expense of parental funds.” That is, parents were again offered to organize a vacation for children at their own expense.
“They themselves, paid - and that's it, but how it is incomprehensible. There were no specific offers, ”said Samorova.
In Mosgortra, it found it difficult to answer why the project that used popularity lasted only one season.
“We receive a lot of calls from parents with the question of whether there will be such camps this year,” she says. “We answer as we answered: only at the expense of parental funds.”
According to Fomina from Mosgortur, all institutions on the basis of which these workshops acted can conduct this activity independently: the methodology and software content were given to them. “Whether they will do it or not - the personal file of the heads of these institutions,” the official said.
The Department of Labor and Social Protection, as last year, will hold “Moscow Vacations” for beneficiaries (not to be confused with MTK - “masterful creative holidays”). The number of sites increases by 10% in connection with the "high demand for this type of city vacation." In total, 86 are planned to be opened. The department calculated that 12 thousand beneficiaries can take this. Parents who do not receive benefits will be able to leave children in these centers for money.
The Department of Culture, in turn, will provide beneficiaries with the opportunity to visit museums for free, and also makes leisure programs in parks. Also, 160 thousand vouchers will be provided from the Department of Culture at the expense of the city budget - as much as last year, "despite the difficult economic situation."
In addition, for the parents of the children, the possessions of the child’s children are preserved to organize the child rest on their own and then partially compensate for the costs. Residents of Moscow, receiving a monthly child allowance, have the right to 50% compensation for an independently acquired ticket, while the amount of payment cannot exceed 5 thousand rubles per child.
For all other children in cultural institutions subordinate to the Department, two thousand circles and sections will be organized, about 50 thousand children will be able to engage in a fee. An interactive map is posted on the website of Mosgortura.
