The collegium of the Crimea Supreme Court controlled by Russia, chaired by Natalia Terentyeva, banned the Majlis of the Crimean Tatar people, declaring it with an extremist organization. This was reported by the "Center for Journalistic Investigations" with reference to observers of the field human rights center. The lawsuit filed by the prosecutor of the annexed region Natalya Poklonskaya is in full.
According to "15 minutes", the first deputy chairman of the Mejlis Nariman Jelal, who acted as a representative of the defendant, said that the decision to ban the Crimean Tatar National Executive Committee will be appealed.
Jelal also assured that Majlis, despite the ban on the Russian court, would continue his work in continental Ukraine and other countries.
Later on April 26, the chairman of the Mejlis Refat Chubarov, who was exiled to continental Ukraine, introduced the emergency regime of the Majlis and the Kurulti of the Crimean Tatar people, as well as regional and local Mezhlis. The location of the central office of Majlis Chubarov determined Kyiv. The organization of the activities of the Crimean Tatar executive structures, "before the Majlis adopted the Crimean Tatar people of a different decision," assigned to himself.
In addition, Chubarov formed a special meeting of the Majlis, in which he included himself and other members of the Crimean Tatar Executive Committee, located at the continental Ukraine, as well as the National Leader of the Crimean Tatars, Mustafa Dzhemillev, if he agrees to become part of this structure. Chubarov declared the decisions of the Special Meeting for members of the Crimean Tatar representative and executive structures.
In the debate of the parties that took place on Tuesday morning, Poklonskaya said that "all the activities and ideology of the Mejlis is built on only one - on the fight against Russia ." The official called the leaders and members of the Mejlis "puppets in the hands of large western puppeteers." “Majlis is needed only for inciting rods, hatred, enmity,” she said.
Jelal, in turn, insisted on the groundlessness of Poklonskaya's demands. He emphasized that Majlis is not a public association, but an elected body of the Crimean Tatar people.
The lawsuit on the ban on the Majlis was filed by Poklonskaya on February 15 . The basis was the denunciation filed by the leaders of five collaborations organizations: Seitomer Nimetullaev from Qırım Birligi, Muhamed Ali Bekaev from the Crimean Tatars - Crimean supports, Aslan Smirnov from the Crimean Tatar Youth Committee, server Jelyalov from the Council of Crimean Tatar Elders and Aivaz (Aivaz) Umarov from the "National Cultural Autonomy of the Crimean Tatars of the Sudak city district".
The consideration of the lawsuit began on March 3.
On April 13, Poklonskaya suspended the activities of the Mejlis . The basis she called Article 9 and 10 of the Law "On Combating Extremist Activities". The decision was sent to the Ministry of Justice of Russia to include the Majlis in the corresponding list for the duration of the Crimean Tatar National Executive Committee.
On April 15, the judicial collegium led by Natalia Terentyeva refused to attract representatives of the Majlis of districts and settlements to consider the claim . They insisted that these structures are not related to the general Criminal Majlis, so they cannot be prohibited.
On April 25, the Judicial College attached to the case the materials of 1988 , when the Mejlis did not exist at all. It was founded on July 6, 1991.
Meanwhile, the US State Department on April 21 called on Russia to cancel the decision of Poklonskaya to suspend the activities of the Mejlis and stop the persecution of this structure. The statement also noted that Moscow does not have the right to approve its orders "in the territory of another state." The State Department once again called on Russia to return Crimea to Ukraine.
Earlier, Poklonskaya claimed that the Mejlis did not exist. On September 22, 2015, almost immediately after the start of the food blockade of Crimea, the regional "Ministry of Internal Policy, Information and Communications" sent a letter to the leading media of the peninsula with an urgent recommendation not to mention the publications and on the air of Majlis . In support of this, officials referred to Poklonskaya’s letter. “Non -profit organizations with the name or part of the name Medzhlis, as well as the“ Majlis of the Crimean Tatar people, ”the arguments of the prosecutor were not registered on the territory of the republic with the name or part of the name.
A month later, however, the official spoke in a slightly different way. On October 23, she stated that Majlis could not be prohibited, since it is "not legally in the Russian Federation - this organization is not registered." At the same time, "certain actions of personalities who associate themselves with a non -existent medicallers," added Poklonskaya, "of course, can be recognized as unlawful or extremist."
On the same day, the “Deputy Prime Minister” of Crimea Ruslan Balbek said that Crimean Tatars complain about Mejlis and ask him to ban it. The collaborator also said that Majlis has no influence on the indigenous people of Crimea. “We say today that in the framework of the legal field, taking into account the activity of the Crimean Tatars themselves and their civilian institutes, religious organizations, such a ban (Majlis. - Ed.) Is possible,” he concluded.
Then it became known that the Public Chamber of Russia sent a denunciation to the Prosecutor General of Yuri Chaika to Mezhlis. In paper, signed by the first deputy chairman of the OP Commission on the harmonization of the interethnic and inter -religious relations of Maxim Grigoriev, it was stated that the inhabitants of Crimea repeatedly complained to members of the chamber of the "extremist activity" of the Mejlis.
The actual cause of autumn attacks on Majlis was the food blockade of Crimea. At the same time, Jelal denied the organization’s involvement in this action. “The blockade was initiated by that part of the Majlis, which is forced to today in the territory of mainland Ukraine,” the politician emphasized. “The blockade itself takes place in Ukraine.”
Against Chubarov and Dzhemilev, who headed the Mejlis before the fall of 2013, criminal cases were instituted in the Crimea. However, they remain out of reach of the Russian authorities, who themselves in 2014 actually expelled both politicians to continental Ukraine. Meanwhile, one of the four deputy chairpers of the Mejlis, Akhtem Chiygoz, has been enclosed in Simferopol SIZO-1 for the second year. He is the main person involved in the fabricated "case of February 26"; Part 1 of Article 212 of the Russian Criminal Code (organization of mass riots) Chiygoz threatens from 8 to 15 years in a colony.
