For sloppiness in the space industry, it is necessary to respond and draw conclusions in a timely manner. This was stated by President Vladimir Putin at a meeting of the State Commission for the launch of the Soyuz-2.1a missile from the Vostochny cosmodrome, TASS reports .
“Russia remains a leader in the number of launches - this is good, but the fact that we are faced with a large number of failures is bad and there should be a timely reaction,” the head of state noted “if it is associated with sloppiness, with insufficient control over important processes, I want to understand how the flights of flights are going on in such cases”
Putin recalled the recent failures of launches from the Cosmodrome Kuru, two of which were due to bad weather, and two more-because of the inappropriate state of the device. "They could not check him, could not put it in the desired condition?" - the president was indignant.
At the same time, Putin noted that the failure in the launch originally planned for Wednesday is associated with the missile system, and not with the state of the East Cosmodrome. "Despite all the difficulties and problematic issues, in general, the movement today has been in many ways to reached the normative state. Today's launch is connected, as I understand the reports, not with the standing of the cosmodrome, but with the missile system itself," the president said. He stated that he would not intervene in the work of the State Commission, but promised to visit Eastern.
“The purpose of today's trip was to make sure that the construction of the cosmodrome reached regulatory parameters,” Putin noted. “I hope I will still have the opportunity to say thanks to those people who worked conscientiously here.”
The first launch from the Vostochny cosmodrome, scheduled for 05:01 in Moscow on Wednesday, was canceled 1.5 minutes before the start of the automation. The reserve date of launch in Roscosmos was called April 28, but the State Commission has not yet approved it. The Soyuz 2.1a launch vehicle should bring three satellites into orbit: Lomonosov, AIST-2D and Samsat-218.
The head of Roscosmos Igor Komarov said that the reason for the cancellation of the launch is localized, work is underway to eliminate. “There was an automatic stop in connection with the malfunctions of the automated control system,” Komarov said. “Unfortunately, this happens. We will work out all the questions that have arisen.”
The first deputy Komarov Alexander Ivanov said that the cancellation of the launch from the eastern is not related to the infrastructure of the cosmodrome. "This has nothing to do with the features of the Cosmodrome," he said. “A certain failure occurred, it is necessary to deal with it and eliminate it,” added Ivanov.
“This has nothing to do with the work of a mobile tower or starting system,” he emphasized. Ivanov also excluded the human factor from the possible reasons for the cancellation of the launch.
Vostochny’s cosmodrome has been built near the village of Uglegorsk in the Amur Region since 2011. In the "Strategies for the Development of Space Activities until 2030" he assigned the role of the main start of the start of the new generation missiles .
On September 11, 2015, it was reported that the investigation revealed theft during the construction of the cosmodrome in the amount of almost 5.4 billion rubles. In connection with the construction of the cosmodrome, more than 20 criminal cases related to the theft of funds, abuse of authority, and delays in the payment of salaries of workers were instituted.
On October 14, Putin said that the construction of the Vostochny cosmodrome must be completed without assault . According to him, it was possible to reduce the lag behind construction plans from eight months to four. "Turn down to the first launches in 2016, in the spring, if you do it by the Cosmonautics Day, then it is good. If not, then the assault is not needed," the president said.
