Representatives of the city hall stated that monstance could become part of the planned action. However, Loskutov refused to join it, calling the municipal action a "raider seizure."
In 2015, the Novosibirsk City Hall for the first time refused to coordinate monstration in the city center. She was offered to spend on the Ob embank. However, Loskutov refused to transfer it from Krasnoye Prospekt, where the procession takes place traditionally. At the end of the rally, Loskutov was detained by the operatives of the CPE and, after the factory of administrative protocols, was left in the police before the court.

On May 3, the judge of the Central District Court of Novosibirsk Olga Chistova recognized the gathering of monstration participants at the city hall as an unauthorized rally. She considered Loskutov guilty of his organization and awarded hima fine of five thousand rubles in part 2 of article 20.2 of the Code of Administrative Offenses (violation of the established procedure for organizing a rally). The judge explained that, taking into account the circumstances, she decided to appoint a fine below the minimum amount provided for by the Code of Administrative Offenses (20 thousand rubles).
On May 15, the head of the Department of Culture, Sports and Youth Policy, Anna Tereshkova, said that the mayor's office of the Newsbirsk will include monstrition-2016 in its plan of May Day and in advance the procession route along the central streets .
