
Rector of Saratov State University named after N.G. As stated in the rector’s letter, the appeal was prepared on behalf of the vice-governor of the Saratov region, United Russia member Denis Fadeev . The copy of the letter published by the agency shows Chumachenko’s signature, but the letter is not written on the university’s official letterhead.
“On behalf of the Vice-Governor of the Saratov Region D.V. Fadeev, I bring to your attention that on February 26, 2016, at a meeting of the board of the Federal Security Service of the Russian Federation, President of Russia V.V. Putin, among the threats to national security, noted attempts by external interference in internal political processes with using nationalist, xenophobic, radical slogans aimed at splitting our society. For these purposes, various technologies and communication channels can be used, including in the Saratov region,” the letter says.
The letter points out two suspicious facts. “According to available information, in April 2016, a visit took place between Federal Judge of the Western District of Oklahoma, Stephen Friot, and an employee of the US Embassy in Moscow. Stephen Friot actually came to Saratov as part of his participation in Russian-American educational and professional exchanges and on April 6 spoke in the Saratov Regional Court before the head of the instance Vasily Tarasov and Saratov judges with information on the topic “Selection rules, calculation of remuneration, training and discipline of judges in USA,” reported on the court’s website .
Chumachenko also informs his subordinates that World Youth Day, organized by the Roman Catholic Church, will take place at the end of June in the Polish city of Krakow, and warns that “this event can be used to create positions of influence and spread pro-Western values, as well as replicate anti-Russian ratings among young people." He notes that student participation in this event is undesirable.
Alexey Chumachenko appeals to the heads of educational departments of the university with a request to “take measures to minimize this kind of contacts of foreign citizens with employees and students” of SSU.
“If you receive information about students’ intentions to participate in World Youth Day events, promptly inform the department for organizing educational work with SSU students and/or the department for international cooperation and internationalization,” Rector Chumachenko asks.
