At the recent ONF forum in Yoshkar-Ola, the director of the West Siberian reservation center from Tyumen, Irina Katigarova, invited Vladimir Putin to instruct the governors to promote the tourist facilities of her regions in the media. He replied that the country is operating in the federal target program “Development of domestic and entry tourism in the Russian Federation”, and that with the inexhaustible capabilities of Russia, it is only necessary to create conditions so that people can travel comfortably. “Citizens need to work on their expectations,” Irina Katigarova noted in a conversation with Novaya, “and until then the calculations on All Inclusive in Russian cities will lead to disappointments. Is it necessary to compare our capabilities with the conditions of Egypt and Turkey? They developed the industry for more than 60 years, we have been the last five years. Moscow was not immediately built, and our tourism will someday become a strong sector. In the meantime, residents of Krasnoyarsk and Salekhard, trying, for example, fly to the Black Sea, are faced with problems-there are few flights, all places on May-June are sold out. ”
At the ONF forum, the Russian President said that the money allocated to the federal target program for the development of domestic and entry tourism in the country has already ended.
It was designed for several years - until 2018, covered 26 regions. The state allocated 14 billion rubles to them, attracted 51 billion rubles from extra -budgetary sources and obliged to prepare projects. In January 2016, the Accounts Chamber of the Russian Federation found that funds are spent inefficiently, the program is not implemented. Just two months after the audit, 55 objects opened in the regions, 21 is waiting for commissioning.
In total, there should be 154 of them. And in Russia, 50 million people participate in the internal tourist flow-the Prime Minister Dmitry Medvedev named this figure in winter. And how to combine one with the other? In Turkey, who until 2016 received more than 39 million tourists a year, more than three thousand hotels alone.
But, according to federal officials, in Russia, after the closure of Turkey and Egypt, the share of domestic tourism increased sharply.

According to Nikolai Korzon, traveling around Russia will not soon become a mass phenomenon - a lot must be changed.

So why not look on the map of the United States on the number of territories for a beach holiday, ”Corzon argues. -In the world tourist stream, the share of beach tours is 50-51%. So that a person can sunbathe and swim, the average water temperature in the sea, the ocean should be not lower than 22-25 degrees. In which region of our country do we have such water and for what time?
The world indicators of the interest of tourists in the “Excursion”-museums, landscapes, architectural monuments-6-10% in all categories. This is world statistics. First, people go to rest, swim, then - satisfy the needs for knowledge. “Come,” the regional departments of tourism are called, “we have something to see.” What? What writer of the Penza region and his museum do tourists want to look at? For which hero of Russia, relatively speaking, will they go to the Chelyabinsk region? Why should they go to Khanty-Mansiysk or Surgut not on a business trip, but on vacation? And then it begins ... Someone declares himself the capital of semolina, someone the capital of tomatoes, cucumbers, cabbage ... You need to understand where and why tourists want to go. And on what? Do we have small aviation? About 90% of small airfields in the country are closed. Is it possible to move along domestic roads by ground transport over long distances, if there are no hubs with hotels and cafes? Was import substitution in the tourism industry? The answer is obvious. "

But really, how can you replace trips to "budget" for Muscovites by Greece or Bulgaria? Visiting a dozen museums of cats operating in different cities of Russia, or inspection of monuments to Pelmen in Izhevsk and an alcoholic in Krasnoyarsk?
“Bus tourism is not developed in the country, and the population cannot travel on excursions and recreation centers within their regions. Sanitary stops on roads for passengers with children of different ages, people with disabilities are not provided. On federal routes you will not see places of rest with elementary conditions, pharmacies, hotels, ”says Elena Zhuravleva, chairman of the charitable social development fund, expert of the National Parental Association. - And this, by the way, is our constitutional right to freedom of movement. Which department is responsible for the infrastructure? Where are shots prepared for managing this type of economic activity? Since the functions of its implementation are transferred to various departments, it is blessed - some are responsible for children's vacations, others are responsible for the rest of the pensioners, and others are for the disabled. Vetezniki for children, low -income citizens are paid from the regional budget, and they are distributed by the Departments of Social Protection at their discretion - to those houses or camps with whom it is profitable to work for officials, and, as a rule, in an uncomfortable time for people. And why not give them a social certificate, allowing them to choose on their own when and where do they want to go?
