25 years ago, on April 30, 1991, the mass deportation of the population of the Armenian villages of Nagorno-Karabakh (Operation "Ring") began in pursuance of the decree of the President of the USSR of July 25, 1990 "On the prohibition of the creation of illegal formations not provided for by the legislation of the USSR, and the seizure of weapons in cases its illegal possession. The operation was carried out by units of the Ministry of Internal Affairs of Azerbaijan, internal troops of the Ministry of Internal Affairs of the USSR and the Soviet army.
